The Avenue of Remembrance was closed in both directions between Spring Lane roundabout and Westway following the accident.
A 47-year-old man from Clacton was hit by a car at around 6.30am as he was attempting to cross the road at the crossing near St Helena School.
He was taken by ambulance to Colchester General Hospital with serious but not life-threatening head injuries.
A police spokesman said: "He was struck by a silver Citroen Xsara Picasso at 6.30am.
"Hospital staff are assessing his condition.
"The car driver, a 56-year-old man from Colchester, is uninjured.
"The Avenue of Remembrance has been closed while road police officers continue with their forensic collision inquiries."
It is understood the traffic lights have not been working for several days.
