Heavy downpours on Friday night left sections of road along the quay treacherous on Saturday.
Water gathered at the bottom of West Street and around to Church Street.
Harwich town councillor Mick Gardner said he had gone down and looked at the problem for himself.
"It was pretty bad and far worse than normal," he said. "We do get some flooding when there is a heavy rainfall but I do not think I have ever seen it quite as bad as it was on Saturday morning."
Mr Gardner said that he did not know if it was caused by blocked drains but assumed that was the problem.
"I will be having talks with Tendring Council as soon as possible to see what can be done to alleviate the situation," he added.
"I will be asking for the matter to be investigated as a matter of urgency."
