A state-of-the-art leisure complex could be built in Colchester less than a mile from the council's Leisure World.

The £10 million 40,000sq ft centre would include swimming pools, world-class tennis courts, workout/dance studios, badminton courts and gyms.

It is planned for land to the rear of the Albert pub in Cowdray Avenue. But Colchester Council is recommending the application be refused planning permission.

The council's argument is that the new proposal - put forward by Chelmsford-based property company Turnstone Estates - is not needed.

A report from its leisure services division states: "There would appear to be adequate provision for health clubs, indoor sports provision and swimming in this area of Colchester.

"The Amateur Swimming Association and the English Sports Council East do not identify a requirement for indoor facilities or additional swimming facilities in Colchester."

But Russell Tame, director of development at Turnstone Estates, said the company's research showed a leisure complex would be well supported.

He added being near Colchester station and on many major bus routes, it was well placed for public transport and would, he hoped, create the equivalent of 80 full-time jobs.

The site is on land which currently houses a number of 1960s-style office blocks, opposite Wickes in Clarendon Way.

It is currently zoned for commercial or industrial use though in the Colchester borough local plan, which is this month on public display for residents, it is suggested that it change to residential land.

Council experts also say the new plan is contrary to Government guidance. The plan will be discussed tomorrow night.
