The tremendous response to Thurrock Council's consultation on its new structure has boosted its leader's confidence that the authority is heading in the right direction.
In all, 102,609 forms were sent out by the Electoral Reform Service with 21,701 valid forms being returned.
Leader Andy Smith said: "I couldn't be more pleased with the level of public interest shown."
A similar consultation in Brentwood received just 241 replies.
