A new Chelmsford bus station is to built in a £50 million redevelopment of the existing site.
The project, which will include offices, shops and homes, is a key stage in transforming the West End area of the town, but work will not begin for at least a year.
Essex County Council will own the bus station element of the project and is laying down criteria for walkways, seating, toilets and other facilities included in their £1 million stake in the scheme.
The county council will lease the bus stands to First Essex, Thamesway and National Bus companies.
Stephen Smith, First Group's general manager in Chelmsford, said: "We are in partnership with a developer and there have been so many false dawns over this scheme in the past that I don't want to jeopardise its chances by saying too much."
Borough chief executive Martin Easteal said: "We have been here before on this project and it has come to nothing. Suffice to say we are all hopeful now."
