Changes to the A13 in the centre of Southend have come under attack from a senior councillor.
Roger Weaver, cabinet member in charge of transport: "There is dissatisfaction with both the contractor failing to meet the timetable which was agreed with the council and also the quality of the workmanship."
The roadworks are between the town centre and Hamlet Court Road, Westcliff.
