A retail park could create up to 100 jobs.
It is hoped that the major development at Iconfield Park, near Parkeston, will boost the area's economy and encourage investment in the former recession blackspot.
Mick Page, regeneration portfolio holder for Tendring Council, said that up to 100 jobs could be created by the Harwich Gateway Retail Park.
Work started on the six-unit shopping centre in February and it is expected to be open within a few months.
Mr Page said: "It is rapidly coming forward and they reckon it could be open by late summer.
"There are going to be about 100 jobs altogether."
The five stores already signed up are Argos, Focus DIY, Carpetright, Choices Videos and Peacocks.
