A transport blueprint has been drawn up to help get patients to a new multi-million health centre proposed for Clacton.
Tendring Primary Care Trust (PCT) wants to develop a site in Kennedy Way.
However, it was rejected by Tendring councillors in February - and one of the grounds was the lack of transport links.
A report is due to be published in the next few weeks as to how that can be overcome.
It sets out various solutions to issues faced by patients for consideration by the PCT board.
Krishna Ramkhelawon, assistant director of public health, said: "A lot of work has been going on for some months now and, after discussions with many organisations, we are confident we will have a robust transport system to cater for all eventualities."
The centre is designed to replace four GP practices in Great Clacton and Holland-on-Sea
