A new reservoir could be created to counter flash flooding in Colchester.
It would act as a holding pond in the High Woods Country Park, behind homes affected in Cowdray Avenue.
Colchester Council's £20,000 plans will be reviewed at tomorrow night's cabinet meeting at the town hall.
A council survey has revealed the plan could resolve the problem.
Scrutiny officer for the flooding in the borough task group, Robert Judd, said: "There were a number of households affected by flooding in the borough last year.
"The problem areas are Stanway and Cowdray Avenue. The county council will hopefully provide the funding for Stanway."
On the Cowdray Avenue measures, he said: "The reservoir would act as a holding place for water that runs off the hill."
The work has been identified as urgent as further flooding could happen at any time.
There are also ongoing negotiations with Anglian Water to agree remedial schemes.
