Dog patrols will be carried out at Colchester Cemetery in response to vandalism.
The Mersea Road graveyard could also be expanded under development plans.
These initiatives will boost the site's moves to be crowned Cemetery of the Year.
The plans are set to be discussed at Colchester Council's cabinet meeting at the town hall today.
There have been problems with vandalism in the past. Random dog patrols were used last summer in response and reduced the trouble.
The patrols will be rolled out again throughout the summer.
Head of leisure services Keith Nicholson said: "The more presence there is, the better the supervision and the less vulnerable it is to mischief."
