The plans are being questioned by Colchester Civic Society who do not feel they are suitable and they are baffled by the continuation of the current scheme.
Works were due to begin in January but new national design guidance resulted in a pause, with the council looking for a new contractor.
John Salmon of Colchester Civic Society said: "We are calling for a review of the current proposal for cycle lanes which end at each bus stop and merge into the footpath behind the bus stops, before returning to a dedicated cycle lane.
"We want the scheme to provide the best possible option and this, in our view is most definitely not as good for cyclists, nor pedestrians as the original scheme involving floating bus stops.
"We are baffled by Essex Highways decision to continue with this particular scheme.

"Highways explain this choice simply by saying in the consultation there was considerable opposition to the use of floating bus stops.
"But there has been no full consultation on this alternative scheme, merely the right to object which goes with the issuing of a Traffic Regulation Order.
"So it will have probably passed most people by who responded to the original consultation."
A spokesperson for Essex County Council said: “The proposals for East Hill form part of a wider walking and cycling route between the city centre, university, Greenstead and, in the future, the Tendring Colchester Borders Garden Community.
"Quality walking and cycling links, alongside investment into public transport and road upgrades, are key to ensuring growth.
“The design has evolved over time, with the floating bus stop removed last spring following consultation feedback.
"Residents and local groups were updated last summer alongside a further consultation.
"The updated design, which does not include the floating bus stop, has been through a safety audit and has the support of Active Travel England, the national body responsible for cycling infrastructure.
“There was a brief pause while new national design guidance was checked and the council is now looking to award a contract for construction in the near future.”
