Every week, dozens of planning applications are submitted to Colchester Council for determination.

Most plans will be decided by council planning officers, using their legally delegated powers, but some of the most significant or contentious will go before the council’s planning committee.

Planning committees are made up of elected councillors, but the decisions they make should be decided based on the council’s planning policies, not local politics.

Here are all the applications submitted this week.


Rectory Road, Rowhedge

Application for a Lawful Development Certificate for the proposed siting of a mobile home for use incidental to the main dwelling.

The application said: “The applicant wishes to site a mobile home within the residential curtilage of the house, as incidental accommodation.

“The mobile home would fall within the definition of a caravan in terms of its design, mobility, size and construction and that it would be placed on the land and would not be fixed to the ground.

“The mobile home would be used as a ‘annexe’ by a family member as an integral part of the overall use of the house as a single dwelling.”

Retrospective planning application for Single storey side and rear extension ( Alteration to Approval No 221422)

The application said: “Due to some build constraints , the build was executed with some changes to the roof pitch , height and incorporation of window wells.”

Welshwood Park Road, Colchester

Application for a Lawful Development Certificate for the Proposed change of use from C3 (residential) to C2 (residential institution).

The application said: “We run a supported living business and use it to accommodate 3 service users and support workers.

“Planning permission is not needed, because though there is a change of use, the change is not 'material'.

“A change of use from class C3 to C2 will not generally be considered material if it doesn't change the actual daily use and character of the property.”

Rosabelle Avenue, Wivenhoe

This application is to construct a habitable room in the roof of an existing semi-detached property in Wivenhoe by forming a dormer roof at the rear of the property. The proposal extends across the length of the original house which will necessitate the removal of the existing hip roof to a gable roof.

The additional space will provide a bedroom and shower room for the owners.

The works will not create a new access or any associated hard-standings, means of enclosure or means of draining the land/buildings.

The applicant is applying for a certificate of lawful use.

Build new single garage to front.

The planning application shows it will be made of red brick and grey cladding.

Land to North and South of, Tollgate West

Application for the approval of details reserved by conditions 15, 16,17 (Contaminated Land) and 19 (Validation Certificate) of permission 211610

This comes after plans for a multi-million pound leisure park in Stanway were given the green light in December. 

Tollgate Partnership has been given permission to start work on its Tollgate Village 2.0 development.

The huge leisure park will sit on the site of the former Sainsbury’s supermarket, off Tollgate West, and on an empty parcel of land next to the Tollgate Centre retail park.

It could become home to outlets including a cinema, bowling alley, indoor golf centre, arcades, nightclub, live music venue, casino, and bingo hall, as well as a range of bars, drive-thru restaurants, and takeaways.

The application is to discharge two conditions.

Single storey front porch extension.

Plans show the front porch would include a small bathroom with sink and toilet. 

There would also be a small lobby area.

Plans show it would create an area for a new kitchen with the old kitchen turned into a utility room and shower room.

Add additional 1st floor extension on top of an existing ground floor extension.

The footprint will match the ground floor which is 6m wide by 3.95m depth from the original back wall of the house.

The new roof will not exceed the existing roof.

Demolish an existing detached dwelling and garage outbuilding, and build a new replacement house together with 3 no. new houses (4no. detached houses in total).

The application said: "The proposal looks to demolish the existing 1960’s house and garage outbuilding and build back better.

"The proposed scheme takes the opportunity to reposition the house within the site to make best use of the plot so that the occupants can more easily enjoy the house and gardens."
