A LITTERBUG has said "there’s rubbish everywhere" after he was fined for “repeatedly depositing” black bags of waste on a public walkway.
Andrie Plescaciuc, of Kendall Road, was fined £530 last month for chucking rubbish bags onto Kendall Folley in New Town, Colchester.
The offending dates back to November 2022 when the rubbish was traced back to Plescaciuc who had left identification papers inside the bags.
An education letter was sent to Plescaciuc the same month, and again in April 2023 after more bags were left on the walkway.

But the council said that Plescaciuc, 36, disregarded their instructions, prompting them to issue a fixed penalty notice which was left unpaid.
On December 14, 2023, Colchester magistrates fined Plescaciuc £200, ordered him to pay a victim surcharge of £80, and court costs of £250.
It meant Plescaciuc had to pay a total of £530, which he says he then did four days later.
When contacted by the Gazette, Plescaciuc said whilst he did leave a black bag of rubbish in Kendall Folly on one occasion, other residents were responsible too.
He said: “I explained to the court I was wrong with the rubbish bag.
“I work far away from Colchester – I leave on Mondays at 4am, 3.30am sometimes, and there is nobody to put the rubbish outside my door.
“I’m not happy.”
Plescaciuc, a painter and decorator, continued: “It’s not just me – there’s rubbish everywhere.
“It’s £530 for one rubbish bag.”

Martin Goss, the council’s waste boss, said the council was left with no choice but to take action.
He said: “This case highlights the unnecessary cost that littering places on taxpayers.
“The council spends a significant amount of money each year cleaning up after irresponsible individuals – we urge everyone to take pride in their city and dispose of their waste properly.
“While we are pleased to see this conviction, we would much prefer to educate people about the importance of responsible waste disposal.
“However, when repeated warnings are ignored, we will not hesitate to take legal action.”
“This should serve as a deterrent to anyone considering littering in Colchester.”
