Colchester landowner ordered to pay £4,500 for breach

A LANDOWNER has been ordered to pay more than £4,000 after not acting upon an enforcement notice served to him.

Clive Harvey, 50, was handed the notice on March 7 last year compelling him to carry out unconfirmed works on his land in Onslow Crescent, Colchester.

Colchester Council gave the defendant two months to act but he failed to complete the works before the deadline.

Harvey, of Melbourne Road, Ipswich, denied the offence but was convicted after a summary trial at Colchester Magistrates’ Court.

He was ordered to pay costs of £3,644.30 and £825 in a fine and surcharge.
