CRIMINAL action could be taken against boy racers under plans for a major three year clampdown by council bosses.

The issue has been seen widespread across Colchester as residents and businesses complain of noise and anti-social driving.

Colchester Council says it has become aware of the car park behind Leisure World, in Cowdray Avenue, being used for car meets.

And last month the Gazette reported speed bumps installed to tackle dangerous driving in Smeaton Close, on Severalls Industrial Estate, were being used as ramps by dangerous racers.

The council has now revealed it intends to implement a three-year Vehicular Nuisance Public Space Protection Order to clampdown on nuisance motorists.

It follows complaints to both the council and the police from residents and visitors to Colchester about anti-social driving.

Behaviour specifically highlighted includes vehicles being raced, driven at excessive speed and having their engines revved, as well as motorists causing obstructions and performing stunts.

Under the PSPO plan, which would cover the entire Colchester borough, congregating or loitering in part of a group near one or more stationary vehicles making noise, exhaust fumes, harassment, alarm or distress will be restricted.

Attending a car cruising event to supply or sell goods or services will be limited, as will causing excessive amplified music, noise, and/or excessive exhaust fumes.

Those engaging in or encouraging the use of a motor vehicle in a way which is likely to cause harassment, alarm or distress will also be restricted.

Regarding the latest incidents near Leisure World, a Colchester Council spokesman stated barriers were installed to prevent unauthorized access to the overflow car park near properties in Henry Swan Way, earlier this year.

“However, we have recently become aware that the area immediately behind Leisure World is being used for occasional car meets, though have not received any complaints from our customers,” they added.

“We will continue to monitor the situation and advise the public to report any anti-social behaviour in the vicinity of Leisure World to staff on 01206 282000 or by calling the police on their 101 number, outside normal opening hours.”
