A Colchester man has been fined £220 and given penalty points after driving while not in proper control of a vehicle.
Kieren Hull, 34, of Laburnum Grove, was charged with driving while not in a position to have proper control on the M25 in Upminster on July 13.
The court was told Hull was holding a mobile phone in front of him and swiping through pages.
His hands were not on the steering wheel.
The case was proved via the single justice procedure at Bromley Magistrates’ Court on January 26.
This means defendants in a case do not need to attend and the case is decided by a magistrate.
Hull was handed three penalty points and fined £220.
He must also pay a £4 victim service fund charge and £100 costs.
