COLCHESTER Council has apologised after "operation issues" caused delays to bins being emptied in part of the town.
Highwoods councillor Bev Oxford (Ind) says she has been trying to get overflowing bins emptied in the ward every day for two weeks.
Mrs Oxford had even tried contacting the portfolio holder, to no avail.
"What is the point of asking people to use litter bins when they are left in this state," she said.
A spokesman for Colchester Council has apologised for the issue and said it won't be happening again.

He said: "Due to operational issues, which have now been resolved, we were unable to act sooner to empty several bins in Highwoods.
"We apologise for any upset or inconvenience this may have caused and are confident the issue will not be repeated.”
