A pile of waste was dumped on a residential street after a man was paid to dispose of it.
A resident on Penhurst Avenue, Southend had paid someone to dispose of their waste, but the waste was then fly-tipped.
Southend Council has issued stern advice on residents in a similar position.
A spokesman for the council said: "A resident in Penhurst Avenue paid someone to dispose of their waste, who then fly-tipped the waste.
"If you pay someone to take your waste and it's found fly-tipped you could be liable & receive a £400 Fixed Penalty Notice.
"Always check the company has a waste carriers licence."
