Traffic is at a standstill on approach to the A12 in Colchester.
Drivers are reporting long queues around junctions 28 and 29 between the football stadium and the Ardleigh Interchange.
Northern Approach Road, Ipswich Road and other surrounding roads are also affected.
It is not yet known what is causing the problems, but there is slow moving traffic southbound on the A12 to junction 25 for Marks Tey.
