Colchester's High Steward Sir Bob Russell says the borough council "lost the plot" on tourism over the last couple of decades.
The former Lib Dem MP was talking on the Gazette's podcast, Colchester Chat, about whether enough is being done to promote the town.
He said many signs in the town centre are in poor condition - and there are no signs at all promoting the Roman circus visitor centre or the Roman Christian Church near the police station.
He also discussed:
