PROPOSED fees for cafés and restaurants to be able to have tables and chairs outside have been lowered.

Colchester Council’s licensing committee is considering introducing a permit for eateries in the town to have furniture on pavements.

It says the aim is to “ensure ease of access, safety and improve visual impact in an efficient, fair and controlled way”.

It adds: “The proposed policy is intended to help businesses understand where street cafes might be encouraged, where they will not be permitted, and the specific requirements in relation to their licensing.”

The committee considered the introduction of a pavement café policy at its meeting in August and asked for further information on the cost of the licences after complaints they were too high.

A new report shows the cost of a new pavement permit for café furniture taking up under five square metres will cost £205.

Anything covering between five and ten square metres will cost £295, and anything between ten and 15 square metres will cost £380.

A licence for any furniture taking up more space than this will cost £470. Previously the flat rate for a new licence was set to cost £520.

A report in the agenda said: “Colchester Council supports the provision of street café furniture in the town centres and cafes can make a positive contribution to the street scene.

“This policy is intended to help businesses understand where street cafés might be encouraged and while the provision of street cafés is encouraged, it is important they are properly administered and managed to ensure they meet the legal requirements.”

The council has said no glass is allowed outside and drinking glasses and crockery must be made from toughened material. Tables, chairs and umbrellas can only be placed outside the premises between 7am and 6pm.

Permits are valid for a year from the date of issue.

The council is being recommended to approve the policy which could come into effect on New Year’s Day.
