PLANS to kickstart the development of Tollgate Village have been revealed, by refurbishing existing units.
The Tollgate Partnership has applied this week to revamp the front of stores such as B&M and Hughes while creating a new unit in between Currys PC World and Office Outlet.
A new access road would also be created to the right of B&M for lorries.
Outline planning permission for Tollgate Village was granted by a planning inspector after Colchester Council turned down the proposals.
Councillors said it would harm the town centre and would see the loss of employment land, which would be detrimental to Colchester.
But the inspector disagreed and the council spent £160,000 defending its decision over a hearing lasting several days.
These first works, if approved, will form phase one of the development.
Further phases will include new shops, parking and a cinema for residents and shoppers.
Tollgate Partnership has not indicated when the next phases will be created.
Colchester Council will have the final say and is expected to make a decision by January 25.
