A PLANNING inspector is today due to hear the closing arguments from all sides on whether a controversial £70 million out-of-town retail park should go ahead.
Tollgate Partnership Limited wants to build Tollgate Village in Stanway but the plans were refused twice last year by Colchester Council.
The council, along with a number of retailers and landowners in the town centre, argues the scheme would kill of the town centre.
A planning appeal into the proposals will re-start today at Colchester Town Hall. It had been due to conclude last month but the volume of evidence meant it overran.
