Fresh plans have been drawn up Colchester's landmark water tower.
The multi-million pound scheme for Jumbo will feature 11 levels.
Architect Simon Plater has been working on designs for the water tower.
He said: "This is the best solution for the town."
It will cost at least £2million to convert the tower, built in the 1880s.
Plans are due to be submitted to Colchester Council on Monday. It is expected the conversion will start in a year and will take about 18 months to complete.
