Notice is hereby given that Essex County Council proposes to make the above Order under Sections 84(1) (a) and (2) and Part III of Schedule 9 of the Road Traffic Regulation Act 1984.

The effect of the Order: To introduce a 20mph speed limit on the following lengths of roads (The Willows Estate), in the Borough of Colchester (the roads are currently 30MPH by virtue of street lighting):

Road

St Peters Street/ Northgate Street/ Middle Mill Road, Colchester

Description

From o/s 31 St Peters Street to Middle Mill Road's junction with Northgate Street -a distance of approximately 35 metres.

Alternative route Eastbound: Northgate Street, Maidenburgh Street, St Helens Lane, East Stockwell Street, Stockwell, West Stockwell Street, Nunns Road, Short Cut Road, St Peters Street.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

Public Path Diversion Orders 2017 Highways Act 1980 - Sections 118 And 119 Borough of Colchester Notice of the Making of Orders Footpaths 8 And 46 Great Horkesley

A part length of Footpath 8 Great Horkesley commencing north west of the property known as Coveneys at grid reference 59785,23209 and running across the field in a south westerly direction for a distance of 70 metres to grid reference 59779,23206 where it connects to Footpath 46 Great Horkesley and then a north-westerly direction for a distance of 160 metres to the field boundary at grid reference 59767,23216 will be diverted to an alternative route commencing at the same above point and running in a north westerly direction for a distance of 175 metres to the field boundary at grid reference 59776,23229 then continuing in a generally south westerly along the field boundary and the existing track for a distance of approximately 115 metres to the same above point at the field boundary.

A part length of Footpath 46 Great Horkesley commencing from grid reference 59788,23189 and running in a generally north-westerly direction across the field for a distance of 220 metres will be diverted to an alternative route commencing from the same above point and running in a north easterly direction and then a north westerly direction around the field boundary for a distance of 160 metres to grid reference 59789,23202 where it connects to Footpath 8.

A part length of Footpath 8 Great Horkesley commencing from the field boundary at grid reference 59767,23216 and running in a westerly direction across the field for a distance of 265 metres to grid reference 59741,23217 where it connects to the highway known as Nayland Road will be diverted to an alternative route commencing fro the same above point and running in a generally south westerly direction along the field boundary to the north of the property known as the Rose and Crown public house for a distance of 262 metres to grid reference 59745,23206 where it connects to the highway known as Nayland Road but 116 metres further south along the highway than the current path. A part length of Footpath 8 Great Horkesley commencing at grid reference 59807,23196 where it connects to the highway known as Boxted Church Road and running across the garden of the property known as Baytrees House in a north westerly direction for a distance of 83 metres to grid reference 59801,23201 then continuing in a generally westerly direction along the field boundary for a distance of 116 metres to grid reference 59789,23202 will be extinguished as it is not required for public use.

A copy of the above Order and Order Map have been placed in and may be seen free of charge at Colchester Library and at the Chelmsford Public Library, Market Road, Chelmsford during normal working hours. Copies of an Order and Order map are available on request from the Chelmsford Library at a charge.

Any representation about or objection to this Order may be sent or delivered in writing to Laurence Page and addressed to the Definitive Map Team, Essex County Council, A2 Seax House, County Hall, Chelmsford CM1 1QH, no later than 23rd March, 2017 and should state the grounds on which it is made. If no such representations or objections are duly made, or if any so made are withdrawn, Essex County Council may itself confirm the Order as an unopposed Order. (Church Square, St. Osyth) (Temporary Prohibition of Traffic) Order 2017

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Church Square, St. Osyth in the Tendring District, from The Bury to Spring Road for a distance approximately 37m.

The closure is scheduled to commence on 3rd April 2017 for 5 days, or where stated on a valid permit. The scheduled dates may vary for these works (BC005MU1WBAU00I BP J UERD02 - BT) with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while lay approx 44 metres of duct in footway/carriageway and verge works are undertaken by BT. An alternative route is available via Spring Road, The Bury and vice versa. The Order will come into effect on 3rd April 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Burrs Road, Clacton) (Temporary Prohibition of Traffic) Order 2017

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Burrs Road, Clacton in the Tendring District, from its junction with Hillcrest for a distance of approximately 19m in an easterly direction. The closure is scheduled to commence on 27th April 2017 for 1 day, or where stated on a valid permit. The scheduled dates may vary for these works (AD037SM53316403 - Anglian Water) with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while replacement of manhole cover worts are undertaken by Anglian Water.

2. A temporary 'No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Stopping restriction will be in force. The Essex County Council (Colchester Borough) (permitted parking area and special parking area) (Consolidation) Order 2008 and The Essex County Council (Colchester Borough) (permitted parking & special parking area) Order 2014 will be temporarily amended to include the temporary 'No Stopping at Any Time' restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18 month period from 27th February 2017, exact dates will be specified on http://roadworks.org/. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for pedestrians and emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.

Phase One

Pre-surface patching works. These works comprise filling any surface defects as well as removal of cat's eyes if present.

Phase Two

Micro Surfacing. The process entails spraying the road with bitumen, stone and cement bituminous slurry. The material is left to set as a regulating layer and the process repeated for the final surface layer. After this the road is then rolled, which along with the action of the traffic settles the surface. The road will be swept within 48 hours and after 7 days. This surface will seal the old road, thus preventing the ingress of water which causes deterioration of the road surface and will improve skid resistance.

Phase Three

a) Reinstatement of white lines if required. Reinstatement of any road markings.



b) Reinstatement of any road studs and raising of ironwork

(Colchester Borough) (Waiting Restriction) (Consolidation) (Amendment No.60) Order 201*

Notice is hereby given that the Essex County Council has made the above order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46,49, 53 and Part III & IV of Schedule 9 to the Road Traffic Regulation Act 1984.

(Footpath 26, Myland) (Temporary Prohibition of Use) Order 2017

Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: to temporarily close that length of Footpath 26, Myland in the Borough of Colchester, from the northern junction of Propelair Way for a distance of approximately 55 metres north. The closure is scheduled to commence on 27th February 2017 for 3 weeks or where appropriate signs are showing and weather permitting, and is required for the safety of the public while installation of HV cable is undertaken.

Alternative route is available via Tufnell Way, Aerofoil Grove and Propelair Way.

The Order will come into effect on 27th February 2017 and may continue in force for 6 months, or until the works are finished, whichever is the earlier.

(Newbridge Road, Tiptree) (Temporary Prohibition of Traffic) Order 2017

Notice is hereby given that the Essex County Council intends, not less

than seven days from the date of this notice, to make the above Order

under Section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Newbridge Road,

in the Parish of Tiptree in the Borough of Colchester, from its junction with

Silverhorne Close, West for a distance of approximately 30 metres.

The closure is scheduled to commence on 7 March 2017 for one day or

where appropriate signs are showing and weather permitting.

The closure is required for the safety of the public and workforce while

replacement of manhole frame and cover in carriageway is undertaken.

The alternative route will be via B1023 Church Road, Grove Road, Wilkin

Drive, Kiltie Road, Grove Road, and vice versa.

Access for emergency service vehicles and pedestrians will be

maintained at all times during the closure.

The Order will come into effect on 7 March 2017 and may continue

in force for 18 months or until the works have been completed, whichever

is the earlier.
