Essex County Council (Colchester Borough) (Waiting Restriction) (Consolidation) (Amendment No. 66) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Part III & IV of Schedule 9 to the Road Traffic Regulation Act 1984.
Effect of the order: To relocate the No Stopping Mon-Fri, 8.15am-9am and 2.45pm-3.45pm restrictions on Mill Road, Fordham in the Borough of Colchester as specified: Road Description of existing Description of new
location.
Effect of the orders: To temporarily close that length of Balkerne Hill Footbridge, in the Borough of Colchester, from its junction with the Balkerne Hill Footway outside the 'Hole in the Wall' Pub, west for a distance of approximately 35 metres to its junction with St Marys Fields.
The closure is scheduled to commence on the 13th February 2017 until 28th February 2017 or where appropriate signs are showing and weather permitting.
The closures are required for the safety of the public and workforce while the footbridge is replaced.
The alternative route will be via: Balkerne Hill Bridge westwards Balkerne Hill, Crouch Street, northbound Balkerne Hill and vice versa. Pedestrian access to properties on or adjacent to the roads will be maintained.
The Order will come into effect on 13th February 2017 and may continue in force for 6 months or until the works have been completed, whichever is the earlier.
(Mersea Road, Colchester) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of the service access of Mersea Road, in the Borough of Colchester, from a point approximately 58 metres south of its northern junction with B1025 Mersea Road, south for a distance of approximately 20 metres (outside no. 376).
The closure is scheduled to commence on 13 February 2017 for four days or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while a gas connection is installed.
The alternative route will be via B1025 Mersea Road and vice versa. Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 13 February 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Green Lane, Boxted) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Green Lane, in the Parish of Boxted in the Borough of Colchester from a point approximately 230 metres North West of the junction with Wet Lane for a distance of approximately 40 metres North West The closure is scheduled to commence on 20th February 2017 for ten days or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while new water connection is undertaken.
The alternative route will be via Green Lane, Wet Lane, Church Road and vice versa.
Access for emergency service vehicles and pedestrians will be maintained at all times during the closure. The Order will come into effect on 20th February 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Hythe Station Road, Colchester) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hythe Station Road, in the Borough of Colchester, 10 metres either side of Hythe Station Level Crossing.
The closure is scheduled to commence on 11 February 2017 for one night or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while tamping works by Nation Rail is undertaken. The alternative route will be via Hythe Station Road, Hawkins Road, Eastern Approach, Elmstead Road, Greenstead Road, and vice versa. Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 11 February 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Oxford Road/Creffield Road, Colchester) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Oxford Road/ Creffield Road, in the Borough of Colchester as specified: Road Description

Oxford Road, From a point approximately 20 metres north of Colchester the junction with Creffield Road for a distance of
approximately 40 metres south. Creffield Road, From a point approximately 20 metres east of Colchester the junction with Oxford Road for a distance of
approximately 40 metres west.
The closure is scheduled to commence on 23rd February 2017 for one night 19:00 to 23:30 or where appropriate signs are showing and weather permitting.
The closure is required for the safety of the public and workforce while replacement of manhole frame and cover in carriageway is undertaken.
The alternative route will be via A1124, Beverley Road, Cambridge Road, B1022 Maldon Road, Beaconsfield Road, Butt Road, A134Southway, A1124.
Access for emergency service vehicles and pedestrians will be maintained at all times during the closure. The Order will come into effect on 23rd February 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Cowdray Avenue/St Andrew's Avenue) Temporary Waiting Restrictions
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 has made the following order under Section 14 (1) of the Road Traffic Regulation Act 1984.
(Cowdray Avenue/ St Andrew's Avenue, Colchester) (Temporary Waiting Restriction) Order 2017
Effects of the order: To introduce no stopping on grass verge restrictions in the lengths of road described below (restrictions to be contained within a new 63B schedule in the 2008 Order). The restrictions are required to preserve the amenities of the area through which the road.

(Crown Lane North, Ardleigh) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Crown Lane North, Ardleigh in the Tendring District, from its junction with Old Ipswich Road to its junction with Lodge Lane. The closure is scheduled to commence on 15th March 2017 for 7 days, or where stated on a valid permit. The scheduled dates may vary for these works (EP201EH2219351 - Essex County Council) with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while carriageway patching defect works are undertaken by Essex County Council. An alternative route is available via Old Ipswich Road, Wick Lane, Lodge Lane and vice versa.
The Order will come into effect on 15th March 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Colchester Road, Layer Breton CP) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Colchester Road, Layer Breton CP in the Colchester District (B), from junction with Lower Road for a distance approximately 164 m in a Southerly direction. The closure is scheduled to commence on 2nd March 2017 for 6 days, or where stated on a valid permit. The scheduled dates may vary for these works (AD038SEW-10832-001 - Anglian Water) with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while Replacement of existing 102 mm Asbestos Main due to bursts and pollution incidents, works are undertaken by Anglian Water. An alternative route is available via Layer Breton Hill, Layer Breton Heath, Birch Street, School Hill, Church Road, Orpens Hill, Maldon Road, Birch Park, Warren Lane, Maldon Road South, Ecn03004, Shrub End Road Roundabout, Cunobelin Way, Cunobelin Way Roundabout, Gosbecks Road Roundabout, Gosbecks Road, Layer Road, High Road and vice versa.
The Order will come into effect on 2nd March 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

Schedule 62i of 'The Essex County Council (Colchester Borough) (Waiting Restriction) (Consolidation) Order 2008' is hereby varied as detailed above.
Date of operation: The Order will come into operation on 20 February 2017.
Further details: A copy of the Order and plans may be examined during normal office hours at County Hall, Chelmsford CM1 1LX. Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.
(Robinson Road, Brightlingsea) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Robinson Road, in the Parish of Brightlingsea in the District of Tendring from its point 230 metres south east of its junction with Granville Way, south east to its junction with Freelands.
The closure is scheduled to commence on 19th February 2017 for ten days or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while widening of road, new footpath construction and drainage works associated with new housing development is undertaken. The alternative route will be via Robinson Road, Chapel Road, Mill Street and vice versa.
Access for emergency service vehicles and pedestrians will be maintained at all times during the closure. The Order will come into effect on 19th February 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Priory Road/West End Road, Tiptree) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Priory Road/ West End Road, in the Parish of Tiptree in the Borough of Colchester from its junction with Grange Road to its junction with Simpsons Lane. The closure is scheduled to commence on 20th February 2017 for three days or where appropriate signs are showing and weather permitting.
The closure is required for the safety of the public and workforce while replacement of overhead cables is undertaken. The alternative route will be via
Diversion: Grange Road, B1023, Maldon Road, West End Road and vice versa.
Diversion 1: Priory Road, B1022 Maldon Road, West End Road and vice versa.
Access for emergency service vehicles and pedestrians will be maintained at all times during the closure. The Order will come into effect on 20th February 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
