Notice is hereby given that the Essex County Council proposes to make the above Order under Sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53, 81, 82(2), 83(2), 84(1) and (2) and Part III & IV of Schedule 9 to the Road Traffic Regulation Act 1984. Effect of the orders:
1. To introduce a Bus Lane on the east bound carriageway of Southway in the Borough of Colchester, northern side, from 3.5 metres east of its junction with Lexden Road, east for a length of 125 metres.
Buses, taxis, pedal cycles, private hire vehicles and motorbikes will be permitted to travel in the bus lane.
2. To extend the existing 30MPH Speed limit on Southway in the Borough of Colchester, from a point approximately 120 metres east of its junction with Lexden Road to a point approximately 185 metres east of its junction with Lexden Road (The Road is currently 40MPH).
3. To revoke the existing 'No Waiting at Any Time' restrictions on the following length of Lexden Road and Southway in the Borough of Colchester as specified:
Road Description
Lexden Road, SOUTH SIDE:
Colchester j. From a point approximately 102 metres west of the western side of Park Road, westwards for a distance of approximately 31 metres.
ii. From a point approximately 32 metres east of the eastern side of Park Road, eastwards for a distance of approximately 50 metres.
iii. From a point approximately 42 metres west of the western side of The Avenue, westwards for a distance of approximately 15 metres.
NORTH SIDE: From approximately 62 metres east of the western boundary wall of No. 233, east for a
distance of approximately 19 metres. Southway, SOUTH SIDE: From a point 33.5 metres east of the junction with Lexden Road, for a distance Colchester of 77 metres.
4. To introduce 'No waiting except buses, Monday to Friday 8am-1 Oam and 2.30pm-5pm' Restrictions on the following length of Oxford Road in the Borough of Colchester as specified:

Oxford Road, WEST SIDE: From a point approximately 16.5 metres south of its junction with Lexden Road to a point Colchester 47 metres south of its junction with Lexden Road
5. To introduce 'No Waiting at Any Time' Restrictions on the following length of Lexden Road in the Borough of Colchester as specified:

Lexden Road, SOUTH SIDE: From a point approximately 8 metres west of the western side of The Avenue, westwards Colchester for a distance of approximately 19 metres.
6. To revoke 'No waiting Mon-Sat 8am-6pm' restrictions on the following length of Lexden Road in the Borough of Colchester as specified:

Lexden Road, NORTH SIDE: From the western boundary wall of No. 233 west for a distance of approximately Colchester 25 metres.
7. To introduce 'No waiting Mon-Sun 7am-7.30pm' Restrictions on the following length of Lexden Road in the Borough of Colchester as specified:

Lexden Road, NORTH SIDE: From a point approximately 44 metres west of the western boundary wall of No. 231, Colchester east for a distance of approximately 85 metres.
8. To introduce 'No Stopping Except Buses' Restrictions on the following length of Lexden Road in the Borough of Colchester as specified:

Lexden Road, NORTH SIDE: From a point approximately 62 metres east of the western boundary wall of No. 231, Colchester east for a distance of approximately 19 metres.
SOUTH SIDE: From a point approximately 42 metres west of the western side of The Avenue, westwards
for a distance of approximately 15 metres.
This Order will be incorporated into The Essex County Council (Colchester Borough) (Permitted Parking and Special Parking Area) Order 2014.
Notice is also hereby given that under Sections 23 and 25 of the Road Traffic Regulation Act 1984 the Essex County Council proposes to amend the Pedestrian Crossing facilities on the following length of Southway and Lexden Road in the Borough of Colchester located as follows:-

Description of existing crossing to be removed
Toucan crossing, centre point located at a point approximately 39.5 metres east of the junction with Hospital Lane.
Zebra crossing, centre points to be
removed located as follows:
i. Approximately 65.5 metres east
of the junction with Beverley Road. Ii. Approximately 49 metres west
of the junction with Park Road. Iii. Approximately 51 metres west
of the junction with Norman Way.
Description of proposed new pedestrian crossing
Proposed new Staggered Toucan Crossing, centre point of northern part of the crossing 120 metres east of the junction with Lexden Road and centre point of the southern part of the crossing 128 metres east of the junction with Lexden Road. This toucan crossing will include bus priority signals.
Centre point of proposed new Puffin crossings located as followed:
i. Approximately 17 metres west of the junction with Hospital Lane.
ii. Approximately 65.5 metres east of the junction with Beverley Road.
iii. Approximately 49 metres west of the junction with Park Road.
iv. Approximately 51 metres west of the junction with Norman Way.
