(Borough of Colchester) (Covid-19 E-Scooter Trial) 2021
Notice is hereby given that the Essex County Council has made the above Order under Sections 9 and 10 and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 as amended, the Electric Scooter Trials and Traffic Signs (Coronavlrus) Regulations and General Directions 2020 and pursuant to the order made by the Department of Transport under Section 44 and Section 63(5) of the Road Traffic Act 1988 as amended which provides that an authorised operator can permit their rental electric scooters to be used on roads within the geo fenced area of Colchester (as outlined on the website) during an authorised trial, intend to make an order, the effect of which will be to allow electric scooters to be used in those cycle tacks and cycle lanes within these areas which are either restricted for use by traffic and which permit pedal cycles or solo motor cycles to use these road spaces.
Effect of the order: Following a successful Department for Transport bid Essex County Council has partnered with SPIN to trial for a maximum 12 month period permitting electric scooters to use road spaces restricted for certain vehicle classes and types encouraging the promotion of alternative travel measures in line with Government guidance in order to ease the burden on the transport network and provide additional transport capacity. The relaxation of electric scooter requirements enables the Council to facilitate electric scooter hired from the authorised company known as SPIN to be use in road spaces which are authorised for use by pedal cycles and in some road spaces authorised for use by solo motor cycles, where those electric scooters are being used in accordance with the terms of an authorised electric scooter trial. Encouraging and facilitating alternative road space use will help mitigate against the severely reduced public transport capacity, further enabling and promoting necessary and safe social distancing.
Date of operation: The Order will come into operation on 12 February 2021 and is due to last for a maximum of 18 months.

Objections: The Essex County Council will consider in due course whether the provisions of the experimental order should be continued in force indefinitely and the success or otherwise of the trial. Within a period of six months beginning from the date on which the experimental order came into force, or if that order is varied by another order or modified pursuant to Section 10(2) of the 1984 Act, beginning with the day on which the variation or modification or the latest variation or modification came into force, any person may object to the making of an order for the purpose of such indefinite continuation. (Tye Road (Crockleford Road), Elmstead) (Temporary Prohibition of Traffic) Order 2021

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close Tye Road (Crockleford Road), Elmstead in the District of Tendring, from A133 Colchester Road for approximately 190m to new housing development site entrance.
The closure is scheduled to commence on 08/02/2021 to 22/03/2021 or where appropriate signs are showing and weather permitting. The closure is required for the safety of the public and workforce while installation of new utilities for new development (S50-1588) are undertaken.
The alternative route will be via A133 Colchester Road, Avon Way, Longridge, Bromley Road, Colchester Road, Hall Road, Parson's Hill, Frating Rd, Harwich and vice versa. The Order will come into effect on 08/02/2021 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Various Roads, Tiptree) (Restricted Road, 30mph & 40mph Speed Limit) Order 2021

Notice is hereby given that the Essex County Council has made the above Order under Section 84(1) and (2) and Paris III & IV of Schedule 9 to the Road Traffic Regulation Act 1984.
Effect of the order: To introduce a 40mph speed limit on the following length of B1022 Maldon Road, Tiptree in the Borough of Colchester, from a point approximately 10 metres south west from the centre point of its junction with Simpsons Lane, in a south westerly direction for approximately 410 metres (the road is currently National Speed Limit). The 'County Council of Essex (Restricted Roads) (No.1) Order 1962' is hereby revoked. All restrictions shall continue in force by virtue of this order. The Colchester Borough (30 m.p.h. Speed Limit) (Tiptree) Order 1977 is revoked insofar as it relates Maldon Road, Kelvedon Road and West End Road, Tiptree only, all other restrictions will remain in force. The Colchester Borough Council (30 mph Speed Limits) Order 1995 is also revoked insofar as it relates to B1023 Kelvedon Road, Tiptree only, all other restrictions will remain in force.
Date of operation: The Order will come into operation on 6th February 2021.

(Chapel Lane, West Bergholt) (Temporary Prohibition of Traffic) Order 2021

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Chapel Lane, West Bergholt in the Borough of Colchester, from a point approximately 25m north east of its junction with Spring Lane for a distance of approximately 50m in a north easterly direction. The closure is scheduled to commence on 24th February 2021 for 1 day, or where stated on a valid permit (BC008WC2NWJ6W01 - BT). (Chapman Road, Clacton-on-Sea) (Temporary Prohibition of Traffic) Order 2021

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order To temporarily close that length of Chapman Road, Clacton-on-Sea in the District of Tendring, from its junction with Skelmersdale Road to its junction with High Street a distance of approximately 297m. The closure is scheduled to commence on 24th February 2021 for 3 days, or where stated on a valid permit (EP201EH2309166 - Essex County Council). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. Effect of the order To temporarily close that length of Grove Road, Tiptree in the Borough of Colchester, from its junction with Newbridge Road to its junction with Church Road a distance of approximately 1420m. The closure is scheduled to commence on 25th February 2021 for 5 days, or where stated on a valid permit (EP201EH2308975 -Essex County Council). Effect of the order To temporarily close that length of Harts Lane, Ardleigh in the District of Tendring, from a point approximately 765m north east of its junction with Old Ipswich Road for a distance of approximately 200m in an easterly direction. Effect of the order To temporarily close that length of Mill Lane, Weeley Heath in the District of Tendring, from its junction with Rectory Road for a distance of approximately 45m in an easterly direction. The closure is scheduled to commence on 25th February 2021 for 7 days, or where stated on a valid permit (EC30054288494 - UK Power Networks). Effect of the order: To temporarily close that length of Skye Hall Hill, Boxted in the Borough of Colchester, from its junction with Lower Farm Road for a distance of approximately 61 Om in a south easterly direction. (Various Roads, Borough of Colchester) (Temporary Prohibition of Traffic & Clearway) (Maldon Road, Colchester) Temporary Suspension of Bus Lane) & (Salisbury Avenue, Colchester) (Temporary Suspension of One Way) (No.2) Order 2021
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close the various lengths of road in the Borough of Colchester as specified in schedule 1 to this Order.

2. A temporary 'No Waiting, No Loading and No Stopping' restriction will be introduced on both sides of carriageway on the above lengths of roads and those in schedule 2 for the duration of the closures to facilitate the works. Signs will be installed indicating when the restriction will be in force.

3. To temporarily suspend the bus lane in that length of Maldon Road, Colchester from its junction with Beaconsfield Avenue to its junction with Southway as detailed in The Colchester Borough (Various Roads, Colchester) (Reserved Bus Lane) Order 2000.
