(Temporary Prohibition of Traffic & Waiting Restrictions)
Order 2020


Notice is hereby given that the Essex County Council intends, not less than twenty one
days from the date of this notice, to make the above Order under Section 14(1), 15(2)
of the Road Traffic Regulation Act 1984.
Effect of the order: 1) To temporarily close the Foot bridge/Cycle bridge on Old Hythe
Bridge (Bridge no. 1839) in the Borough of Colchester, from its junction with Haddon Park
to its junction with Hythe Station Road (entire length).
The alternative route will be via Haddon Park and Hythe Station Road and vice versa.
2) To temporarily introduce No Waiting at Any Time restrictions on the following lengths
of road in the Town of Colchester in the Borough of Colchester: 1) Hawkins Road (Both
sides): From its junction with Hythe Station Road, south for approximately 20 metres.
2) Haddon Park (Both sides): From is junction with Hythe Station Road, north for
approximately 55 metres. 3) Hythe Station Road (Western side): From its junction with
the western kerbline of Haddon Park, south for approximately 28 metres. 4) Hythe Station
Road (Eastern Side): From its junction with the western kerbline of Haddon Park, south
for approximately 40 metres.
The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and
Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order
2019 shall be temporarily amended in so far as it relates to the waiting restrictions
detailed in this Notice. Any existing No Waiting Mon-Sat 8am-6pm at the above locations
will be temporarily suspended.
The temporary closure and No Waiting at Any Time restrictions are scheduled to commence
on 06/06/2020 and are required for the safety of the public due to the deterioration of the
bridge. This will allow sufficient time for a feasibility study and additional investigation
works to be undertaken this year to decide on the necessary measures and methods
of works require to reconstruct the bridge with the intention that the reconstruction works
will then be completed.
Under section 15(2) of the 1984 Act the temporary closure and No Waiting at Any Time
restrictions will remain in place until the works are completed and this temporary order
is revoked.
The Order will come into effect on 06/06/2020 and may continue in force for until the
works have been completed.


(Dale Hill, Thorpe-le-Soken)
(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under Section 14(1) of the Road
Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Dale Hill, Thorpe-le-Soken in the
Tendring District, from a point approximately 255m northwest of its junction with Sneating
Hall Lane for a distance of approximately 100m in a northwesterly direction. The closure
is scheduled to commence on 04/06/2020 for 1 day, or where stated on a valid permit
(BC005CC1W00000IBBFR0FS05 – BT). The scheduled dates may vary for these works
with appropriate signs showing and/or displayed on one.network. The closure is required
for the safety of the public and workforce while new connection works are undertaken
by BT.
An alternative route is available via Sneating Hall Lane, Frinton Road, Damants Farm Lane,
Abbey Street, High Street, Landermere Road, Walton Road and vice versa.
The Order will come into effect on 21/05/2020 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.


(Keelars Lane, Elmstead/Wivenhoe & Tye Lane, Elmstead Market)
(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under Section 14(1) of the Road
Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Keelars Lane, Wivenhoe, Keelars
Lane, Elmstead and Tye Lane, Elmstead Market in the District of Tendring, from the
junction with Alresford Road to both of the junctions with Brightlingsea Road, a distance
of approximately 1250m. The closure is scheduled to commence on 01/06/2020 for
5 days, or where stated on a valid permit (BC005KN1W000WVNHPCPV5-ES – BT).
The scheduled dates may vary for these works with appropriate signs showing and/or
displayed on one.network. The closure is required for the safety of the public and
workforce while duct installation works are undertaken by BT.
An alternative route is available via Brightlingsea Road, Broad Lanes, Colchester Road,
Elmstead Road, Rectory Road, Rectory Hill, Alresford Road and vice versa.
The Order will come into effect on 21/05/2020 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.


(Ladysmith Avenue, Brightlingsea)
(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under Section 14(1) of the Road
Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Ladysmith Avenue, Brightlingsea
in the District of Tendring, from its junction with Church Road to its junction with Victoria
Place, a distance of approximately 375m. The closure is scheduled to commence on
01/06/2020 for 12 days, or where stated on a valid permit (EP201EH2280959 – Essex
County Council). The scheduled dates may vary for these works with appropriate signs
showing and/or displayed on one.network. The closure is required for the safety of the
public and workforce while footway patching works are undertaken by Essex County
Council.
An alternative route is available via Church Road, Spring Chase, Lower Park Road, Station
Road, Victoria Place and vice versa.
The Order will come into effect on 21/05/2020 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under Section 14(1) of the Road
Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Magdalen Street, Colchester in the
Borough of Colchester, from a point approximately 210m east of its junction with St
Botolphs Circus for a distance of approximately 35m in an easterly direction. The closure
is scheduled to commence on 31/05/2020 for 1 day, (07:00 – 19:00) and again
07/06/2020 for 1 day (07:00-19:00) or where stated on a valid permit (AD030H10564122
– Anglian Water). The scheduled dates may vary for these works with appropriate signs
showing and/or displayed on one.network. The closure is required for the safety of the
public and workforce while new connection works are undertaken by Anglian Water.

(Wivenhoe Road, Arlesford)
(Temporary Introduction of Clearway) Order 2020
Notice is hereby given that the Essex County Council intends, not less than seven days
from the date of this notice, to make the above Order under Section 14(1) of the Road
Traffic Regulation Act 1984.
Effect of the order: To temporarily introduce a ‘No Waiting, No Loading and No Stopping’
restriction on that length of Wivenhoe Road, Alresford, in the District of Tendring, from
its junction with Old Wivenhoe Road for a distance of approximately 545m in an easterly
direction. ‘The Essex County Council (Tendring District) (Prohibition of Waiting, Loading and
Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order
2019 will be temporarily amended to include the clearway and suspend any parking and
waiting restrictions in the above length of road only. All other restrictions and exemptions
contained in the aforementioned Order and amendments to that Order shall remain
in force.
The restriction is scheduled to commence on 01/06/2020 for 61 days, or where stated
on a valid permit (EP201EH10002940 – Essex County Council). The scheduled dates may
vary for these works with appropriate signs showing and/or displayed on one.network.
The restriction is required for the safety of the public and workforce while bridge repair
works are undertaken by Essex County Council.
The Order will come into effect on 21/05/2020 and may continue in force for 18 months
or until the works have been completed, whichever is the earlier.

(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under
Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Church Road, Thorrington in the
District of Tendring, from a point approximately 355m southeast of its junction with Station
Road for a distance of approximately 30m in a southeasterly direction. The closure is
scheduled to commence on 18/05/2020 for 3 days, or where stated on a valid permit
(BC211SEWAMCNL0V005 – BT). The scheduled dates may vary for these works with
appropriate signs showing and/or displayed on one.network. The closure is required for
the safety of the public and workforce while new installation works are undertaken by BT.

Notice is hereby given that the Essex County Council has made the above Order under
Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Firs Chase, West Mersea in the
Borough of Colchester, from a point approximately 40m east of its junction with Coast
Road for a distance of approximately 30m in an easterly direction. The closure is
scheduled to commence on 19/05/2020 for 3 days, or where stated on a valid permit

Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hythe Station Road, Colchester
in the Borough of Colchester, from its junction with Hawkins Road for a distance
of approximately 85m in a northeasterly direction. The closure is scheduled to
commence on 16/05/2020 at 23:50 for 24 hours or where stated on a valid permit
(KL735COC-53-54-160520 – Network Rail Infrastructure Ltd). The scheduled dates
may vary for these works with appropriate signs showing and/or displayed on one.network.
The closure is required for the safety of the public and workforce while rail replacement

(Temporary Prohibition of Traffic) Order 2020
Notice is hereby given that the Essex County Council has made the above Order under
Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of New Road, Tiptree in the Borough
of Colchester, from its junction with Church Road to its junction with Seldon Road a
distance of approximately 120m. The closure is scheduled to commence on 18/05/2020
for 1 day, or where stated on a valid permit (EC30034836412 – UK Power Networks).

Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Spenser Way, Jaywick in the
District of Tendring, from its junction with Park Square East to its junction with Spenser
Way a distance of approximately 120m. The closure is scheduled to commence on
21/05/2020 for 6 days, or where stated on a valid permit (EP201EH2292591 –

(Temporary Prohibition of Traffic & Clearway & (Manor Bridge, Abberton)
(Temporary Suspension of Weight Limit) (No.4) Order 2020


Notice is hereby given that the Essex County Council has made the above Order under
Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close the various lengths of road in the Borough of Colchester
as specified in schedule 1 to this Order.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced
on both sides of carriageway on the above lengths of roads in Schedule 1 and those
in Schedule 2 for the duration of the closures to facilitate the works. Signs will
be installed indicating when the No Waiting restriction will be in force.
3. To temporarily suspend the weight limit on Manor Bridge, Abberton as detailed
in “The County Council of Essex (Manor Bridge, Abberton) Weight Restriction
Order 1970”
4. “The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and
Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order
2019” will be temporarily amended to include the temporary ‘No Waiting at Any Time’
restriction and suspend any existing parking and waiting restrictions on the above
lengths of roads only. All other restrictions and exemptions contained in the
aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 07/05/2020,
exact dates will be specified on one.network. The roads will be closed to facilitate each
phase of works and then re-opened to the public. Access will be maintained for
emergency services. Diversion routes will be signed at each location and residents will
be informed of the dates of each phase via letter/leaflet drop and advanced warning signs
on the road.
