Mr Mark Relf has applied to the Secretary of State for Environment, Food and Rural Affairs for consent under section 38 of the Commons Act 2006 to carry out restricted works on Layer Breton Heath. The Planning Inspectorate will decide the application on behalf of the Secretary of State. The proposed works are: to construct 1,751m of stock fence, 7 kissing gates, 2 field gates and one metal drinking trough to enable low-intensity conservation grazing of Exmore ponies as a sustainable form of heathland management. The fencing will be located as shown on the plans submitted, enclosing parts of the central open area of the heath, 13.01 hectares of open heathland, with kissing gates at all points where it crosses existing pathways, to ensure no loss of access and field gates for vehicular and stock access.
