Patients with complex medical needs may now be able to remain in their homes, instead of moving to a residential or care home.
The Mid Essex Clinical Commissiong Group (CCG) wants to redistribute spending more evenly, allowing patients receiving continuous care more options.
The organisation is carrying out a consultation to see what care patients prefer.
Out of a £400million budget for NHS services from birth to death, last year the CCG spent £23million on continuing healthcare.
Patients can have their say in the consultation until July 5.
There will be drop-in events, group meetings and homes visits to patients and families during this time.
Drop-in events: 10 June- Combined Military Services Museum, Station Road, Maldon- 11am-12pm
17 June- Maldon Community Centre, Sunbury Way, Maldon, 6pm-7pm
