A business group is calling for loos to be re-opened without delay.
Halstead Town Council has spent up to £4,000 so far on paperwork for refurbishing the toilet block in Halstead's Chapel Street car park.
But it does not yet know if it can afford the overhaul.
An architect is preparing tender documents to go to at least five contractors before the end of the month.
Councillors will discuss quotes for the final costing in March.
But in a letter to the council, Dave Gronland, chairman of Halstead Town Team, said: "Halstead Town Team would like to see immediate action so that the toilets can be re-opened in Spring 2015 without any further delay."
The toilets closed in 2005 as a cost-cutting measure.
There are public toilets in Kings Road.
