(Hart's Lane, Ardleigh)
(Temporary Prohibition of Traffic) Order 2012

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Hart's Lane, Ardleigh in the District of Tendring, from its junction with Old Ipswich Road proceeding east for a distance of 665 metres.
The closure is scheduled to commence on 27 February 2012 for 1 day between the hours of 8.30am to 4.00pm or where appropriate signs are showing and weather permitting.
The closure is required for the safety of the public and workforce while tree maintenance works are undertaken around overhead power lines.
The alternative route will be via Old Ipswich Road - Wick Lane - Dead Lane -Hart's Lane and vice versa.
Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 27 February 2012 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(South Green Road, Fingringhoe)
(Temporary Prohibition of Traffic) Order 2012


Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of South Green Road, Fingringhoe in the Borough of Colchester, for a distance of 50 metres either side of the property known as 'The Mallards'.
The closure is scheduled to commence on 28 February 2012 for 3 days or where appropriate signs are showing and weather permitting.
The closure is required for the safety of the public and workforce while works to install a new water connection are undertaken.
The alternative route will be via Abberton Road - Furneaux Lane and vice versa. Access for emergency service vehicles and pedestrians will be maintained at all times during the closure.
The Order will come into effect on 28 February 2012 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Colchester Borough) (Waiting Restriction)
(Consolidation) (Amendment No.32) Order 2012


Notice is hereby given that the Essex County Council has made the above Order under Sections 1(1), 2(1) to (3), 4(1), 4(2), 32, 35, 45, 46, 49 and 53 of and Part III & IV of Schedule 9 to the Road Traffic Regulation Act 1984.
Effect of the order:
1. To revoke the 'No Waiting At Any Time' restrictions on the following lengths of roads in the Borough of Colchester:
Hythe Hill - South side from a point 18.3 metres west to 18.3 metres east of Standard Road.
Standard Road - East side from its junction with Hythe Hill in a southerly direction for a distance of 13 metres.
2. To introduce 'No Waiting At Any Time' restrictions on the following lengths of roads in the Borough of Colchester:
Standard Road -
• East side from its junction with Hythe Hill in a southerly direction for a distance of 17.2 metres.
• West side from a point level with the southern boundary of No.4 south to its southern extremity then east for 14 metres.
• North side from a point in line with the eastern building line of 1-5 St Leonard's School House west then north to a point in line with the southern boundary of No.4 Standard Road.
St Leonard's Road -
• South side from a point level with the southern boundary of No.15 west to a point opposite the extended western boundary of No.14a.
• West side from a point 52 metres south of its junction with Hythe Hill south then
west to a point in line with western boundary of No.13 St Leonard's Road.
• South side from the eastern kerb line of the emergency access east for a distance of 23 metres, including the turning head.
Hythe Hill - South side from a point 8 metres west to a point 10.4 metres east of Standard Road.
Port Lane -
• East side from its junction with Hythe Hill south to a point 65 metres north of Lenz Close.
• East side from a point 90 metres south of its junction with Lenz Close south to
a point in line with 20 metres south of the northern kerb line of Morant Road.
• East side from a point 45 metres north to a point 45 metres south of Lenz Close.
• West side from its junction with Barrack Street south for a distance of 15 metres.
• West side from its junction with Artillery Street southwards for a distance of 4 metres.
• West side from its junction with Morant Road north for a distance of 10 metres.
• West side from a point 4.5 metres north to a point 4 metres south of its junction. with New Park Street.
Lenz Close (New junction off Port Lane) - Both sides from its junction with Port Lane east for a distance of 15 metres.
3. To revoke 'No Waiting Monday -Saturday 8am-6pm' restrictions on the following lengths of Standard Road and Port Lane in the Borough of Colchester:
Standard Road - West side from the northern boundary of No.4 south to its junction with St Leonard's Road.
Port Lane -
• South-west side from its junction with Barrack Street to appoint 70 metres south of its junction with New Park Street.
• West side from its junction with Morant Road to a point 20 metres north of its junction with Artillery Street.
• East side from its junction with Hythe Hill to a point 20 metres south of the southern kerb line of Morant Road.
4. To introduce 'No Waiting Monday-Saturday 8am-6pm' restrictions on the following lengths of Port Lane in the Borough of Colchester:

Port Lane -
• West side from a point 4 metres south of its junction with Artillery Street south to a point 10 metres north of Morant Road.
• East side from a point 45 metres north of its junction with Lenz Close northwards for a distance of 20 metres.
• East side from a point 45 metres south of its junction with Lenz Close southwards for a distance of 45 metres.
5. To revoke 'No Waiting Monday - Friday 8am- 6pm' restrictions on the following
lengths of Standard Road and St Leonard's Road in the Borough of Colchester:
Standard Road - East side from a point 13 metres south of its junction with Hythe Hill to its junction with St Leonard's Road.
St Leonard's Road -
• South side from its western extremity west for a distance of 22 metres.
• West side from a point 15 metres south of its junction with Hythe Hill in a southerly and then westerly direction to its junction with Standard Road.
6. To introduce 'No Waiting Monday - Friday 8am- 6pm' restrictions on the following lengths of Standard Road and St Leonard's Road in the Borough of Colchester:
Standard Road - East side from a point 17.2 metres south of its junction with Hythe Hill south for a distance of 37 metres to a point in line with the southern boundary of NO.4 Standard Road.
St Leonard's Road - West side from a point 14 metres south of its junction with Hythe Hill south for a distance of 38 metres.
7. To introduce 'Limited Waiting 2 Hours No Return Within 2 Hours Monday-Saturday 8am-6pm' on the following length of Port Lane in the Borough of Colchester:
Port Lane - West side from a point 15 metres south of its junction with Barrack Street to a point 4.5 metres north of its junction with New Park Street.
The Essex County Council (Colchester Borough) (Waiting Restriction) (Consolidation) Order 2008 will be varied by the above waiting restrictions Order.
Date of operation: The Order will come into operation on 20 February 2012.

Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.

Essex County Council Public Path Diversion Order 2012
in The Borough of Colchester
Footpaths 17 and 18 Layer de la Haye (Reference No. 13/134/233)

The above Order made on 02 February 2012 under section 119 of the Highways Act 1980, will divert part lengths of Public Footpaths 17 and 18 as shown on the Order map. The effect of the Order will be to:
i) divert part length of Footpath 17, commencing on the eastern side of the field boundary approximately 14 metres west of the driveway entrance to Wards Garth, Lower End, proceeding in a generally south westerly direction across the field to a point north of Wellhouse Cottage approximately 60 metres east of Fields Farm Road, to an alternative route commencing from the aforementioned point west of Wards Garth proceeding southerly on the eastern side of the field boundary to the field corner then proceeding in a south westerly direction across the field to the aforementioned point north of Wellhouse Cottage
ii) divert part length of Footpath 18, commencing approximately 14 metres north west of Wards Garth driveway entrance, proceeding generally south easterly through the garden curtilage of Wards Garth to the next field entrance then proceeding south easterly across the field to the corner south of Abberton Cottage, to an alternative route commencing from the aforementioned point south of Abberton Cottage proceeding westerly across the field to the corner boundary continuing on the south side of the ditch then after approximately 32 metres crossing the ditch continuing westerly to the field corner where it connects to the new route of Footpath 17
Footpath 4 Messing-cum-lnworth (Reference No. 13/134/102)
The above Order made on 02 February 2012 under section 119 of the Highways Act 1980, will divert part length of Public Footpath 4 in the Parish of Messing-cumInworth as shown on the Order map. The effect of the Order will be to divert part length of Footpath 4, commencing at its junction with the metalled track approximately 700 metres north east of Harborough Hall Cottage proceeding generally westerly across the field to rejoin the aforementioned metalled track further west, to an alternative route commencing from the aforementioned junction proceeding north easterly along the metalled track to the field corner, then westerly along the same metalled track where it then continues westerly as the unaffected part of Footpath 4.
A copy of the Orders and the Order Maps have been placed in and may be seen free of charge at Colchester Borough Council Offices, Sheepen Road, Colchester and at the Chelmsford Public Library, Market Road, Chelmsford during normal working hours. Copies are available on request from the Chelmsford Library at
a charge.
Any representation about or objection to either of the Orders may be sent in writing addressed to Andrew Ritchings, Definitive Map Service, Essex County Council, County Hall, E3, Market Road, Chelmsford CM1 1 QH quoting the respective reference No. no later than 16 March 2012 stating the grounds on which it is made. If no such representations or objections are duly made, or if any so made are withdrawn, Essex County Council may itself confirm the Order as an unopposed Order. If the Order is sent to the Secretary of State for the Environment for confirmation any representations or objections which have not been withdrawn will be sent together with the Order. Any such representation or objections will be taken into account by the Council with the result that they may be made available to the public under the Local Government (Access to Information) Act 1985.
