A STREET preacher banned from handing out leaflets by council workers has demanded an apology.
Michael Virgo, 48, was distributing religious pamphlets to shoppers in Culver Square, Colchester, when he was told to move on or face a £100 fine.
He had been in the area for 20 minutes while a friend preached to passers-by through a microphone and amplifier when they were stopped.
Stuart McEwan, of Colchester Council, told them it was against council legislation for anyone to canvass the public.
Mr Virgo, who had travelled to Colchester from his home in Southend, was prepared with a statement from the Christian Institute, citing a law giving political or religious literature exemptions.
His appeal was rejected and the pair were forced to leave.
Mr Virgo is seeking an apology from the council and said he will call the police if he is stopped in the future. He said: “They said we were frightening members of the public.
“I can see why some people would be frightened. It is a powerful message that after death we have to face judgment.
“It is important we protect freedom of speech or we become a closed society. I want a letter of apology.”
A Colchester Council spokesman said: “The council prohibits the distribution of free printed matter without consent in specific areas where there is a ban on this practice, as per the Environmental Protection Act 1990.
“Such a ban is in place in Colchester town centre to maintain cleanliness and the area’s appearance.
“Exemptions to this legislation do exist and the council will be investigating the matter fully.”
