This sounds like a scenario of two victims.
Nothing in this report states anything about reflective clothing and if this is the case that the poor lady run over was not wearing any then i pity both parties.
Get well soon both of you.

Is that the road where street lights have been turned off to save money? How many people walk along in reflective clothing anyway, it is not deemed a legal obligation whereas adequate lighting form vehicles, correct speed and due diligence are.

She she should not have been walking in the road, she only has herself to blame.

You are correct but i would feel obliged to wear something that gets me noticed by car drivers in unlit and poor visibilty/wet conditions just to try and stay uninjured.
Don't assume the car driver was speeding either there is no evidence to jump to wild conclusions.
I drive a car and motorcycle and i am also very aware how often folks don't see me even with a bright flourescent crash helmet.(Yes even in good daylight conditions.)
I still pity both parties involved.
God knows how i would feel if i had accidently driven into anyone.
Lets face it, it's not them and us so ladies get well soon!
