Further delays were suffered by commuters after work on overhead lines was suspended when three engineers were injured.
The workmen, trying to repair the lines at Ingatestone, were taking to hospital after the incident shortly after 2pm today.
A Network Rail spokesman said the reduced services operating through the area had to be suspended and the line was re-opened shortly after 3.30pm.
But repairs had to wait until investigators had declared the site safe.
"The repair work will resume as soon as rail accident investigators have completed their initial investigation and have declared the site safe.
"However, we cannot give an estimate as to when the repairs will be completed and line fully reopened," said the spokeswoman.
She said Network Rail would carry out a full investigation.
Network Rail engineers have been working to repair the mile-stretch of damaged overhead lines since Monday evening.
National Express East Anglia is warning customers there is a very limited service in operation between Witham and Colchester, Norwich and Clacton, but services are running normally between London Liverpool Street and Shenfield/Southend Victoria.
Buses are in operation between Shenfield and Chelmsford via Ingatestone, and shuttle train services are in operation between Witham and Braintree,Colchester and Harwich.
The service between London Liverpool Street and Colchester, Clacton and Harwich was thrown into chaos after a mile of overhead cable came down at Ingatestone during the Monday evening rush-hour, shutting off power between Chelmsford and Shenfield.
