RUBBISH bags containing dirty nappies were ripped open outside a library.

Flytippers have been leaving black bags every Thursday and Friday outside Prettygate Library since controversial changes to rubbish collections came in.

Sue Lissimore, Colchester councillor for Prettygate, said despite notifying the council, binmen are taking days to collect the bags.

On Friday Mrs Lissimore reported ten black bags to the council, which were still there on Sunday night.

They had been ripped open and the dirty nappies were strewn over the pavement.

She said: “There are some problems with certain residents not being aware of the changes.

“The council knew there was going to be an increase in flytipping, certainly in the first stages, and I would want to see their response being a lot quicker.

“I would have hoped they had been more reactive. There was one bag of rubbish that had been kicked down the road.

A ‘three bags or less’ sticker had been left on the bags but Mrs Lissimore said none were claimed by residents.

A Colchester Council spokesman said the bags have now been removed.

He added: “We are sorry to hear that residents’ black bags have remained uncollected on more than one occasion and for this length of time.

“We are investigating the reasons for the delay to ensure it does not reoccur.”
