Colchester: Taxpayers foot £2m annual bill for partly-empty NHS centre

Taxpayers are forking out more than £2 million a year in rent for a flagship care centre - even though it is almost third empty.

The Gazette revealed yesterday that health bosses were unhappy with some facilities at Colchester's primary care centre in Turner Road.

It opened less than a year ago but there are already problems with flooring, and health bosses claim medical examination rooms are badly designed.

It also emerged that part of the centre could face closure, because a massive 30 per cent of the £18 million building is not being used.

Now the Gazette has discovered that the NHS primary care Trust (PCT) which runs the centre pays £2.2 million a year in rent - despite much of the building standing empty.

North-east Essex PCT claws back about £300,000 a year by renting out space to a private company which runs a renal dialysis unit.

A spokesman said there were also plans to rent out space to other healthcare services to generate extra income.

Trust chief Dr Zollinger-Read said: "There is a profound sense of disappointment that this building, and Harwich hospital, do not meet our expectations."

He is to hold talks with the contractors in a bid to sort out the problems.

The complex was designed to incorporate a child development centre, renal dialysis unit, children's outreach team, dentistry and a clinic for people with long-term conditions.

It covers about 7,000 sq metres, but just 4,900 sq metres are used at the moment.

Interesting to see that we have Labour Councillor Tim Young the Leader of Colchester Labour sitting as non executive director on the Board of North Essex Primary Health Care Trust. Cllr Young is also a director on the Board of Colchester Borough Homes which was the feature of another Gazette story earlier this week. I've got a few questions for Cllr Young. If one of his constituents has a problem with either Colchester Borough Homes or North Essex Primary Health Care Trust - how can Cllr Young act as councillor act for his constituents when he is on the Board of these companies? I thought councillors were elected to represent their constituents and not to sit on the Boards of companies like these. Is this what they mean by a conflict of interest? Also why isn't Cllr Young complaining about this £2m cost to the taxpayer regarding this half empty hospital in the same way he has droned on and on and on about the VAF? Is he keeping quite about this cost to the tax payer because he is a director of the Trust? It smells like a bad case of hypocrisy to me.

If he doesn't reply on this forum, I will write to him at his office. He can't pretend not to have seen it then can he?

I've just looked at the North Essex PCT website and yes it shows that Cllr Young is a director of the Health Trust. Interestingly Tim Young's biography on the Health Trust website makes no mention of his directorship of Colchester Borough Homes. I also looked at the Colchester Borough Homes website to confirm the information posted by MW and he is correct Tim Young is a director of Colchester Borough Homes. I also checked Tim Young's profile on the councillors section of Colchester Borough and it just say that he is a director of something call ALMO board. Well done for MW for raising this issue I agree with June - Tim Young should explain how he represent his voters when he working fro these companies.

I must confess to being somewhat puzzled. I don't understand why a builder would build a building that wasn't what the Primary Care Trust wanted, it doesn't make sense surely the Trust must have told them what they wanted so that they knew what to build? Why is it only now, so long after it was completed that the PCT is disappointed about what they got? Didn't they ever bother to look at it as it was being built and if it isn't what they wanted why didn't they say so then? I can't imagine anyone else ever getting a builder to build something without making sure that what was being built was what they wanted - all seems very strange to me.

Will you all stop criticising Tim Young please - he's just following Nu Labour policies 'Don't do what I do, do what I say .'

It's such a shame he didn't join his mate TB swanning around the world on a farewell ego trip.

This is the true face of Private Finance Initives £2.2m in rent. Why couldn't Robin Hood sorry Colchester PCT monitor the building and point out the shortcomings as it was being built. It wasn't a five minute job or was it ?
