DIRECTORS behind new offices hope it will create a buzz in the economy and help firms to grow.
The ribbons were cut at Pappus House in Tollgate Business Park, Stanway on Friday.
Daniel Watts and Jayne Gee, brother and sister directors at Tollgate Partnership, said they want the new facility to inspire businesses to expand.
Ms Gee said: “People are very excited about this and we have had very positive feedback.
“There has been a shortage of good office space, this is needed in Colchester.
“Some businesses are in areas that are not well-connected, but people have said we have good quality buildings and there is nothing like it in Colchester.
“This is a chance for businesses to grow. We hope good quality companies have an opportunity to expand and feed back to the economy.”
The building has room for 24 businesses and half of the offices are occupied already, Companies moving in include architects, engineers and designers.
The Tollgate Partnership is still waiting for its planning application for the Tollgate Village, in Stanway, to be decided by Colchester Council.
The plans, to build a cinema, shops and restaurants on 20 acres of land by 2018, were submitted 10 months ago, but have still not been discussed by the planning committee.
Ms Gee said it is frustrating a big employment opportunity is being ignored.
She said: “We have local support but there has been no impact from Colchester Council.
“This is a family business that would create1,000 jobs and that is very significant.”
The Tollgate Village plans have attracted opposition from High Street businesses amid fears it will take trade away from the town centre.
Priti Patel, Minister of State for Employment and Witham MP, whose constituency covers Stanway, said: "Tollgate is a catalyst for growth despite the inaction of Colchester Borough Council. It is a pity that the local authority are showing a poor level of support and vision stalling the much needed investment at a time when it is required.
“Essex is the county of entrepreneurs and business, commercial facilities such as this will encourage and assist businesses to grow and provide them with the confidence and support to invest."
