(Colchester Borough) (Special Parking and Permitted Parking Area) (Amendment No.22) Order 201

(Colchester Borough) (Special Parking and Permitted Parking Area) (Amendment No.22) Order 201*
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 proposes to make the above Order under Sections 1(1), 2(1) to (3), 4 (1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984. Effects of the order:

1. To introduce no waiting at any time on the following lengths of roads in the parish of Dedham in the district of Colchester Road Description Crown Street
i) East side from a point opposite the building line of 2/3 Barfields Almshouses north to the junction with Manningtree Road (northern kerbline)
ii) East side from a point 10 metres north of its junction with Forge Street to a point 10 metres south of that junction
iii) East side from a point 5 metres north of the northern building line of number 5 Dunstons Almshouses south for 80 metres
iv) West side from a point opposite the building line of 2/3 Barfields Almshouses north for 44 metres
v) West side from the junction with Manningtree Road (northern kerbline) south for 36 metres
vi) Both sides from a point 4 metres north of the southern property boundary of number 11 south for 141 metres. Southfields
i) Both sides from its junction with Crown Street west for 40 metres Manningtree Road
i) Both sides, from a point 17 metres east of the eastern property line of Apple Tree Cottage west to its junction with Crown Street Forge Street
i) Both sides, from its junction with Crown Street east for 15 metres

2. To introduce no stopping at any time on grass verge or footway restrictions on the following length of road in the parish of Dedham in the district of Colchester Road Description Crown Street
i) East side from a point 3 metres north of the southern boundary of Munson Piece to the southern property line of number 1 Crown Street.

3. All other existing waiting and loading restrictions currently in place in tiles TM055 325 and TM060 325 to be made into Map Based Traffic Regulation Orders (times and type of restriction are not changing)

This Order will be incorporated into The Essex County Council (Colchester Borough) (Permitted Parking and Special Parking Area) Order 2014 by inserting tile numbers TM055 322, TM055 325, TM055 327 and TM060 327. Further Details: A copy of the proposed Orders with plans showing the specified lengths of roads, a Statement of Reasons for proposing to make the Orders and a copy of the Order to be amended may be inspected during normal office hours at Essex Highways, County Hall, Chelmsford, CM1 1QH, Colchester Library, Trinity Square, CO1 1JB or at www.parkingpartnership.org  Objections: Anyone who wishes to object to the proposed Orders should send their grounds for objection in writing to TRO Comments, North Essex Parking Partnership, PO Box 5575, Colchester, CO1 9LT or by e-mail to parking@colchester.gov.uk  by 15 September 2017 Richard Walker, Parking Partnership Group Manager, Sheepen Road, Colchester, CO3 3WG (Knights Field and Steed Crescent, Colchester) (20mph Zone) Order 2017 Notice is hereby given that Essex County Council has made the above Order under Sections 84(1) (a) and (2) and Parts III of Schedule 9 of the Road Traffic Regulation Act 1984. The effect of the Order: To introduce a 20mph Zone on the following lengths of Knights Field and Steed Crescent in the Borough of Colchester: Road Description Knights Field, Colchester From its junction with Barrington Road for its entire length. Steed Crescent, Colchester From its junction with Knights Field for its entire length. Date of operation: The Order will come into operation on 25 August 2017. Further details: A copy of the Order and plans may be examined during normal office hours at County Hall, Chelmsford CM1 1LX. Application to the high court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of the making of the Order apply to the High Court for this purpose.


(Marks Tey Bridge ECC No. 319, North Lane, Marks Tey/Aldham) (Temporary 3 Tonne Weight Restriction) Order 2016
Notice is hereby given that the above Order made by Essex County Council, under 14 of the Road Traffic Regulation Act 1984, has been continued in force with the consent of the Secretary of State for the Department for Transport until 11 April 2018. Effect of the order: To temporarily introduce a 3 Tonne weight restriction on the following length of North Lane, Marks Tey/Aldham in the Borough of Colchester, from a point approximately 310 metres north of its junction with Station Road, north for a total approximately 4.3 metres (span of the bridge). The alternative route for vehicles over 3 tonnes will be via: A120, A12, A1124, New Road, Brook Road, North Lane. The temporary weight restriction commenced on 11 April 2016 and is required for the safety of the public due to the deterioration of the bridge. (Berechurch Road, Colchester) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Berechurch Road, Colchester in the Borough of Colchester, from its junction with Mersea Road to its junction with Pownhall Crescent, a distance of approximately 278 m. The closure is scheduled to commence on 4th September 2017 for 85 days, or where stated on a valid permit (AZ0081000614175 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org . The closure is required for the safety of the public and workforce while gas mains connection works are undertaken by Cadent. An alternative route is available via Berechurch Road, Circular Road South, Circular Road West, Circular Road North, Napier Road, Mersea Road and vice versa. The Order will come into effect on 24th August 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier

(Herbert Road, Clacton-on-Sea) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council has made the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Herbert Road, Clacton-on-Sea in the District of Tendring, from its junction with Old Road, for a distance of approximately 48m in a westerly direction. The closure is scheduled to commence on 4th September 2017 for 29 days, or where stated on a valid permit (AZ0081000616628 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org. The closure is required for the safety of the public and workforce while gas main replacement works are undertaken by Cadent. An alternative route is available via Herbert Road, Priory Road, St Osyth Road, Cloes Lane, St John’s Road, London Road, Wellesley Road, Olivers Road, Old Road and vice versa. The Order will come into effect on 24th August 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Old Road, Clacton-on-Sea) (Temporary Introduction of One-Way System) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily intoduce a One-Way system on that length of Old Road, Clacton-on-Sea in the District of Tendring, from its junction with Coppins Road, to its junction with St Osyth Road for a distance of approximately 385m in a southerly direction. The One-Way introduction is scheduled to commence on 4th September 2017 for 82 days, or where stated on a valid permit (AZ0081000616613 – Cadent). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org. The One- Way introduction is required for the safety of the public and workforce while gas main replacement works are undertaken by Cadent. An alternative route is available via St Johns Road, St Johns Roundabout, London Road, Old Road, Wellesley Road, Olivers Road and vice versa. The Order will come into effect on 24th August 2017 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Station Road, Thorpe-le-Soken) (Temporary Prohibition of Traffic) Order 2017
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. Effect of the order: To temporarily close that length of Station Road, Thorpe-le-Soken in the District of Tendring, from a point approximately 1028m south of its junction with Abbey Street, for a distance of approximately 25m in a southerly direction (10m either side of bridge). The closure is scheduled to commence on 24th September 2017 for 6 hours, or where stated on a valid permit (KL134COC-65-15-280917- Network Rail). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on www.roadworks.org .
