(Tendring District) (Permitted Parking Area and Special Parking Area)(Consolidation) (Amendment No.56) Order 2017
Notice is hereby given Colchester Borough Council acting on behalf of the North Essex Parking Partnership in exercise of the delegated powers of the traffic authority Essex County Council granted under an Agreement dated 31 March 2011 Has Made the above Order under Sections 1(1), 2(1) to (3), 4 (1), 4(2), 32, 35,45,46,49 and 53 and Parts III and IV of schedule 9 of the Road Traffic Regulation Act 1984 Effect of the order:

1. To revoke a Clearway Restriction (No Stopping At Any time) and replace with a Red Route Restriction (No Stopping At Any time) on the following lengths of road in the District of Tendring Road Description Williamsburg Avenue – Harwich & Parkeston East side from the junction with the A120 (St Nicholas roundabout) for a distance of 126.8 metres in a southerly then easterly direction. West side from the junction with the A120 (St Nicholas roundabout) for a distance of 26.0 metres south. West side 39.0 metres south from the junction with the A120 (St Nicholas roundabout) for a distance of 138.6 metres in a southerly then easterly direction.
2. To introduce Permit Holders Only Restrictions (Zone W1) on the following lengths of road in the District of Tendring – all residential properties in West Street, Martello Road and Church Road will be able to purchase permits to park in Zone W1 as well as Essex Police who are stationed in Martello Road Road Description Church Road – Walton on the Naze West side 6.7 metres north from the junction with Victoria Road for a distance of 24.2 metres north West side 7.0 metres south from the junction with Station Street to a point level with the boundaries of numbers 3 & 5 Church Road West side from the boundary of numbers 15 & 15a Church Street to a point level with the boundary of numbers 26 & 28 Church Road
3. To revoke No Waiting At Any Time Restrictions on the following lengths of road in the District of Tendring Road Description Church Road – Walton on the Naze West side 7.0 metres south from the junction with Station Street West side 3.7 metres north from the junction with Victoria Road
4. To revoke No Waiting 9am-6pm 1st June-31st August and replace with No Waiting At Any time on the following length of road in the District of Tendring Road Description Church Road – Walton on the Naze East side from a point level with the boundary of numbers 26 & 28 Church Road for a distance of approximately 50.5 metres south
5. To revoke No Waiting 9am-6pm 1st June-31st August on the following length of road in the District of Tendring Road Description Church Road – Walton on the Naze West side from a point level with the boundary of numbers 3 & 5 Church Road for a distance of approximately 37.5 metres south
6. To revoke Limited Waiting 8am-6pm 2 Hours No Return Within 2 Hours and replace with Resident Permit Holders Only (Zone MS1) on the following length of road in the District of Tendring – The following properties will be able to purchase a maximum of 2 parking permits and unlimited visitor permits; 83, 89, 91, 93 & 95 Mill Road, St Osyth Road Description Mill Street – St Osyth North side from the eastern boundary wall of 93 Mill House south westerly for a distance of 9.8 metres North side 14.3 metres from the eastern boundary wall of 93 Mill House for a distance of 6.0 metres in a south westerly direction
7. To introduce Resident Permit Holders Only (Zone MS1) on the following length of road in the District of Tendring – The following properties will be able to purchase a maximum of 2 parking permits and unlimited visitor permits; 83, 89, 91, 93 & 95 Mill Road, St Osyth Road Description Mill Street – St Osyth North side from the eastern boundary wall of 93 Mill House north easterly for a distance of approximately 22.0 metres
8. To introduce No Stopping Mon-Fri 8.15-9.15am – 2.45-3.45pm On School Entrance Markings on the following length of roads in the District of Tendring Road Description Heath Road – Bradfield North west side 1.8 metres north east from the north east facing boundary wall of Millwood for a distance of 45.5 metres
9. To revoke No Waiting At Any time and replace with Limited Waiting Monday to Saturday 9am-6pm 2 Hours No Return within 4 hours on the following lengths of road in the District of Tendring Road Description Victoria Place – Brightlingsea South side from a point level with the boundary wall of number 12 Victoria Place for a distance of approximately 10.0 metres east
10. To introduce Limited Waiting Monday to Saturday 9am-6pm 2 Hours No Return within 4 hours on the following lengths of road in the District of Tendring Road Description Victoria Place – Brightlingsea East side 8.8 metres north east from the junction with Wellington Street for a distance of 26.5 metres in a north easterly direction East side from a point level with the south east facing boundary wall of the Post Office for a distance of 18.0 metres in a north easterly direction East side 22.3 metres from a point level with the south east facing boundary wall of the Post Office for a distance of 13.5 metres in a north easterly direction
11. To introduce Permit Holders Only Restrictions (Zone K1) on the following lengths of road in the District of Tendring – all residential properties in Key Road will be able to purchase 2 permits and unlimited visitor permits to park in Zone K1 Road Description Key Road – Clacton on Sea South west side 18.5 metres west from the junction with Old Road for a distance of 5.0 metres west
12. To introduce No Waiting At Anytime on the following lengths of road in the District of Tendring Road Description Old School Lane – Elmstead Market Bromley Road – Elmstead Market West side from the junction with Bromley Road for a distance of 30.4 metres north East side from the junction with Bromely Road for a distance of 27.8 metres north North side 20.0 metres east from the junction with Old School Lane to a point 18.0 metres south west from the same junction This Order will be incorporated into The Essex County Council (Tendring District) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008 by substituting tile numbers TM235 317 to revision 3, TM240 317 to revision 3, TM240 315 to revision 3, TM250 215 to revision 9, TM250 212 to revision 8 & TM115 152 to revision 1, TM085 167 to revision 3, TM085 165 to revision 3, TM170 152 to revision 14, TM060 242 to revision 3 and inserting tile number TM140 300. Date of Operation: The Order will come into Operation on 11th September 2017.

Further Details: A copy of the Order and plans may be examined during normal office hours at County Hall, Chelmsford, CM1 1LX. Application to the High Court: Anyone who wishes to question the validity of the Order of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may within six weeks from the date of making of the Order apply to the High Court for this purpose. Effect of the order: 1. To temporarily close the various lengths of road in the District of Tendring as specified in Schedule 1. 2. A temporary ‘No Stopping’ restriction will be introduced on both sides of carriageway on the above lengths of roads for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Stopping restriction will be in force. “The Essex County Council (Tendring District) (Permitted Parking Area and Special Parking Area) (Consolidation) Order 2008” will be temporarily amended to include the temporary ‘No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force. The works being undertaken will take place within an 18-month period from 01/09/2017 exact dates will be specified on http://roadworks.org/. The roads will be closed to facilitate each phase and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the road.
