Who’ll drive buses for park and ride?

First published in News

A BUS company has not yet been picked to run Colchester’s park and ride, which is due to open in nine months.

After many delays, Essex County Council finally said last month that the £6million park and ride centre, with 1,000 car parking spaces, will open next March.

But work is yet to start at the site, near junction 28 of the A12.

The council will oversee the service, but a spokesman said a bus operator for the park and ride is yet to be finalised.

Councillor Martin Goss, whose Mile End ward includes the park and ride, said: “Essex County Council needs to pull its finger out as its record of project delivery on time is poor.

“Given no sod has been turned on the park and ride site and no operator is appointed and we are now approaching July, the omens do not look good.”

Pete Hewitt, chairman of Myland Community Council, said: “Our view is that it is a bit shambolic.

“There have been hiccups all the way through.

“It is just problem after problem.

Colchester Council and Essex County Council have known for years they needed to do this.

“They needed to guarantee funding was in place before they did it.

“We face years of chaos because there is no joined up thinking.”

Neighbouring Chelmsford’s park and ride is overseen by the county council and is run by First Buses.

But it is understood tenders have not gone out for companies to run the service in Colchester.

A First spokesman said: “We regularly work with Essex County Council to provide a frequent bus service in the area.

“We would welcome the opportunity to work together in the future.”

The park and ride saga has been rumbling along for more than a decade.

After years of talks, the county council chose the site in 2008 and planning permission was granted three years later. It was hoped it would be up and running within a year, but in August 2012, the county council said the park and ride would be ready by the end of 2013.

The start date moved back again to the autumn of this year before it was finally confirmed the park and ride would finally open next March.

County Hall has agreed to pay for the park and ride in advance while funding is finalised from the Government’s South East Local Enterprise Partnership.

To reach the town centre, the buses will be using a new road, to be called the NAR 3, which is being built through former the Severalls Hospital.

It had been due to open this summer, but looding earlier in the year delayed its completion and it is now due to open in December.

I do hope that IF First are given the role that they find new buses for it. The clapped-out, hand-me-down buses used on town and surrounding area services are an absolute disgrace. Go to Chelmsford and you will find new buses all over the place (surprise surprise) - here we are ignored with the worst buses in their fleet being dumped on us!

How they can say flooding has caused the delay of the NAR 3, its laughable. The project is running at least Six months behind schedule and that's if it is going to be ready by December. None of the site has ever been flooded, it's nowhere near any river and it's on high ground that was predominately farm land, that also has no history of flooding!

Just more excuses and I bet ECC has no late completion penalty clause written into the contract.

If this P & R opens in March as scheduled, I will personally pull the first bus into town. Naked. With my teeth. And ontheball is right about the buses. Go to Chelmsford and it's like entering a parallel universe with shiny new buses and comfy seats. Once again, between the many groups involved, Colchester is demonstrating how not to run a project.

This project is run by Essex. The same Essex that does not give two hoots about Colchester

There is nothing wrong with the Liberal Democrats my party. To which I am a fully paid up member and a badge one wears with pride.
We have saved the bacon of this country and caused a balanced in what would have been a Tory run away train.
Little things like Park & Ride and other trivialities are mere crumbs to the larger issues that have been dealt with.

Good grief, have you never made so much as a typing error? I know your site-name is Proofreader, but it would be great to know your views on actual topics rather than picking apart the typing of some poor sap at Newsquest!

It is perfectly obvious that "looding" means "no flooding, but it sounds like a plausible reason for an as yet unknown period of delay and will keep the public off our backs for a few more months, although we have no penalty clause with the contractors and they have sent most of their people off to another project with a council that does know how to draw up a proper contract, so we've just got to wait for them to tell us when they'll be back and then the project will motor ahead, just you wait and see".

I'm sure the spokesman from First would welcome the opportunity for thier company to run the Park & Ride. Unlikely that anybody else will. Their contributionto bus services in Colchester is tatty, poorly presented and down at heel. The town is a dumping ground for other group companies cast offs.
If that is the result of 'working in partnership' with the county council, then it speaks volumes about both.

Nationally the LibDems have sold themselves out for 5 minutes of power, on a raft of broken promises and support of tory ideology, they are history in May.
