A MAN banned from entering Colchester town centre has now been banned from entering Chelmsford City centre.

Paul Worboys, 47, was barred from enjoying the attractions and amenities on offer in Chelmsford following a police ASBO.

The man, of no fixed abode, was issued with an ASBO in 2007 and, in 2011, he was the subject of an Anti-Social Behaviour Injunction (ASBI) which was made at Colchester County Court.

Following a pattern of anti-social behaviour in the county, officers in Chelmsford have now secured an ASBO on Worboys, which prohibits him from entering the city centre and its outskirts.

Neighbourhood Policing Sgt Alison O’Connor said: "It’s important we keep Chelmsford a safe and pleasant place to work and live in. People who visit with the intention of causing a nuisance and disrupting this atmosphere are not welcome.

"Paul Worboys fits into this criteria. We would urge people to contact us if they see him loitering in and around the city."

The ASBO was issued at Chelmsford Magistrates Court on Tuesday, April 15.

Please be warned that is a very old photo of him.
He decimated every-ones life in the New-town area between 2004 and 2007 by destroying hundreds of cars, it took ages for Police to catch him, at one time it had been thought he had done over 150 cars with a screwdriver.
Of late he was last seen sitting in shop doorways opposite Tesco in crouch street.
I felt sorry for him, giving him food, but he virtually destroyed my 4wd Suzuki straight out of the showroom.
There was one lady nurse who bought herself a brand new Mazda MX5 in metallic blue, he done that car over when it was 2 days old straight out of the showroom.
Apparently he told judges he was out of his head drinking cleaning fluid.
He damaged cars in car parks all over Colchester town centre. A whole fleet of estate agents cars were completely done over with his screwdrivers.
The guy is a bit of P**T

Ah yes one can only begin to imagine the utter turmoil that having a tramp scratch your car must cause, surprising none of your extensive list of insider contacts at the police station was able to help you out. Still at least you still had the other vehicles in your extensive "fleet" that you could turn to in your time of crisis.

More surprising is the fact you're not spouting the posibility that the man wasn't a tramp but instead a as you would put it a "non stick teflon" posing as a homeless vandal to cause damage as some kind of plot to disrupt the peaceful utopia of New Town.

Oh I see you are back MR & MRS WOMBLE where have you been lately Wimbledon COMMON or have they just let you out of The LAKES?
I must be rubbing off on you as Spartacus has just said, you are all over the place with that post.
It took ESSEX POLICE ages to catch him, they had surveillance vans watching certain points for donkeys.
I am surprised and shock with horror YOU actually slagging your chums off?
Surely not?
I suggest you and your Teflon mates and friends go to NEFPFT at Oyster Court and speak to the mental health nurse that had her car done over, there was talk of the bill being around £6 grand, some SCRATCH that was!!!! Then go to Spicer McColl and ask how much it cost for all those cars to be repaired, in the car park at the back of WILKO?
Not much for you though is it? I mean what is the matter on holiday now with hubby/wifey enjoying those juicy holidays while Teflon House is shut? Oh you are so lucky?
The Peeler's At The Station done a good job on the case while the residents and neighbours where kicking the **** out of each other and blaming all and sundry. BUT THAT IS NO CONCERN for you.
Yes sure I have mates in there, I also have people I consider the opposite.
And by the way what business is it of yours how many cars or how much money I have?
I go on paying my George Osborne, while you sit on your rectum posting your usual S**T on my money! Nice life Malcolm/Bob.
So I take it your stating that The Police got the wrong man and Warbouys who was convicted of the offences is not the right person. In your statement you are saying it was on of your Teflon Mates that actually perpetrated these offences.
That is actually quite a Freudian slip big mouth, because the Serial Scratcher went into Rowan House Car Park and The Car Park To HMRC and done some of the staff cars parked there over as well.
Maybe you know a little more than you are letting on Womble.
By the way Paul is not a tramp or any other label you might want to place on him. We have given him money and tried to rehabilitate him.
You lot are all mouth and trousers I cant wait for the reading over the next few months.
I think its time for you to go and get your monthly time release shot of Q Ball or Snooze berry at The Hospital? If you look it up on WIKI it will explain to you what it is and how it works.
I thought you Public Sector wallers were warped, with your easy street life and existence, but not at this level or severity.

Sorry if the irony and sarcasm in my post was lost on you I will try harder to make it easier for you in future I hope you enjoyed your popcorn while reading yet another breakdown from AVPG above.

You may also wish to consider AVPG is forever making garbled posts regarding goings on at the police station and rowan house all of which are totally unfounded and are more due his own melodramatic paranoia. While putting himself forward as resident expert on all subjects despite constantly demonstrating he is actually a clueless individual with too much time on his hands.

Ive never heard of anyones life being "decimated" by a tramp scratching their car, yet more claptrap.

As for AVPG I thought we had established on several occasions that I have nothing whatsoever to to with the public sector, perhaps you could ask the person that looks after you to write it down for you.

idiots that come on the net and espouse a lifestyle where nothing goes wrong is what encouraged and made the deaths at places like Colchester hospital occur. 2,300 families asking questions while some staff stayed tight lipped and carried on drawing their paychecks.
if you feel Warbouys scratches were that insignificant go and speak to the manager at Spicer McColl or better still go and speak to the guy's at no 39 & 33 Cromwell Road one of the chaps had his BMW X.5. done over the other one had his Hyundai Coupe given a nice striping kit.

Haha... nope, your sarcasm wasn't lost on me at all. It was front and centre in your post. Unfortunately, so was the lack of substance to your comments.

Lets look at the bare facts. ASBO's are not easy things to incur (I think many people may know someone in the real world that we might wish had one, but no such joy, bureaucracy tends to slow down the process). Worboys got one in 2007. To add to this achievement, in 2011, he got an Anti-Social Behaviour Injunction and now Chelmsford have issued an ASBO of their own. I don't have access to the police national computer, but something indicates to me that scratching a few cars in New Town isn't the only criminal act alleged against Mr Worboys.

Additionally, quite aside from AVPG's comments on the situation (which seem to have excited you into such a climatic jibber), 3 separate courts/judges have therefore decreed that this guy is an utter menace. Are you disagreeing with this, as your ever so ironic post seemed to mask this area of opinion from me?

It appears you have more of an issue with AVPG rather than the aforementioned Worboys. Are you married to each other & this your only means of communicating without coming to blows?

(nb. Decimate- No personal knowledge of the goings on in New Town, but I'm pretty sure that if someone caused £thousands of damage to a car of mine (were I ever to have a car that even cost that much), then I'd be pretty gutted and really hacked off. Others might be decimated. Who knows? Different frogs, different poisons. As the 'Decimator Judge', however, I bow to your better judgement)

To be fair, suggesting you will 'start doing an Aeiron Crack I.P. search on the net and pay you a visit' is pretty ridiculous & ticks all boxes for 'directional and personal'. If you expect everyone to agree with you, perhaps posting on the internet isn't the right avenue of expression to suit your needs.

Out of interest, who are these 'public service chummy do gooders' you mention? I know several people in the public sector that do a great job, in various spheres (NHS, DWP, HMRC, Police), so your sweeping statement does them a disservice, and just propagates the apparent government intent to destabilise, privatise or remove.

Interesting. My car was done when I lived in Newtown as well as a neighbours, in 2006. The police knew who did it but refused to tell me. I guess it was this loser.

As for the termoil that has been made light of - when these things happen to your private property, it's hard not to take it personally. In fact, it was one of the starting points for us moving house. Notwithstanding that it costs a lot of money to have a car bonnet professionally resprayed.

Yes sure Hi Ritchie,
I am sorry for you, and for what had happened to your family.
You might want to tell the poster on this site UndergroundOvergroun
d that it was more than just scratches as they appear to belittle my report on this subject again!!!
On Monday I am contacting the gazette site operator I think it is a person called justice79, who had their account previously banned, never mind we will find out soon enough.
Warbouys admitted to me that he had done most of the cars over, even though the Police surveillance team did catch him in the act and eventually prosecuted him.
Warbouys caused a lot of trouble between neighbors in Newtown around 2004 to 2008/9 ish: There was a lot of finger pointing and in fighting going on in the ward then, as to who was doing the cars over.
I guesstimate he caused about £400,000 of Insurance damage during his spree.
It is noticeable after his conviction, the attacks stopped ad ceased.
When I gave him food at a Night Shelter run, he had told me he had been drinking Cleaning Fluid as a means of drug ingestion, he claimed it sent him nuts etc.
He mainly targeted Coupe's and 4WD's I will admit there may have been a possibility of some thug doing a copycat style of attacks on the cars.
We had the same problem in Newtown and moved like yourself, so did a lot of others.
My family had owned the house for over 50 years it was very sad for us:
Warbouys moved to Chelmsford where he has been plying his trade in that area.
I feel sorry for Chelmsford and anyone who was attacked in Colchester.
Unlike some on this thread:
Regards to you

d, just that he has the audacity to dare and comment on them.

Prey tell why you feel the need to defend him, can't wait to hear your reasoning... I've purchased popcorn and everything.

YOU JUST DO NOT GIVE IN DO YOU?
YOU ARE ONE OF THESE PEOPLE THAT ALWAYS HAVE TO HAVE THE LAST SAY IN EVERYTHING.
i have a mate like you when he texts me and i text him back, the conversation is basically finished, but he always has to sign off with something, it is a form of O.C.D.
you carry om protecting the status quo in this town and just go on supporting your public service chummy do gooders. that is why NOTHING gets done around here.
people like you that advocate your own safety net comfy lifestyle where everything is all hunky dory and perfect actually make me sick. with the amount of insults i have had from you i have a good mind to start doing an Aeiron Crack I.P. search on the net and pay you a visit.
idiots that come on the net and espouse a lifestyle where nothing goes wrong is what encouraged and made the deaths at places like Colchester hospital occur.
(if you personally, comment on my posts any further, I will ask, the gazette site operator to shut your account down): You are becoming directional and personal.

Its own investigation has revealed that the man appointed by the government to run the Public Works Loans Board - the Treasury body responsible for £60bn of loans for infrastructure projects - was declared bankrupt in 2012. As the paper points out, anti-sleaze rules spell out that anyone on a public body who becomes bankrupt must inform the relevant minister and this did not happen in the case of Tony Caplin.

But the paper's expose had immediate results. Within hours of the MoS informing Downing Street, Mr Caplin had left his post.

Oh using another of your ids are you? Sorry if that little typo confuddled your tiny mind must have been awful for you trying to work that one out .

Tell us another of your war stories harry, or should that be Walter Mitty?

By the way if you're going to pick up on peoples spelling you may want to check your own first.

I always wondered how you came to have such a backward view of the world and now I know. Getting your information from the daily mail, I'd not considered you were gullible as well as stupid.

A Very Private Gentleman says...

WALTER MITTY:
FINAL PARAGRAPH:
Although the story has humorous elements, there is a darker and more significant message underlying the text, leading to a more tragic interpretation of the Mitty character. Even in his heroic daydreams, Mitty does not triumph, several fantasies being interrupted before the final one sees Mitty dying bravely in front of a firing squad. In the brief snatches of reality that punctuate Mitty's fantasies the audience meets well-meaning but insensitive strangers who inadvertently rob Mitty of some of his remaining dignity.
