THE man in charge of running the beleaguered Colchester Hospitals Trust has announced he is resigning.

Dr Gordon Coutts, chief executive of Colchester Hospital University NHS Foundation Trust, will not return to his post following his current period of sick leave, it was announced today.

The trust was last month placed in Special Measures after a Care Quality Commission investigation found evidence staff had been bullied into falsifying cancer patient records to hit targets.

Dr Coutts said: “I realise that this is an extremely difficult time for the Trust as it seeks to understand where it has failed patients in the past and seeks to rebuild the confidence of patients, the public and stakeholders in the many excellent services it offers.

"Underpinning this will be the need to lead and support staff to deliver high quality and safe services.

"I regret that there have been problems in the Trust's cancer services.

"As chief executive I always took my responsibility for what happened in the organisation very seriously.

"I am sorry that some of our patients were let down and that what has happened may have damaged local people's confidence in their hospitals.”

He added: “I am extremely proud to leave behind a highly competent and dedicated leadership team that I am confident will take forward the improvements currently underway in the Trust.

"I should also like to take this opportunity to thank all of the many excellent staff who work so hard for patients and who I know will ensure that any lessons learned from the recent events will reinforce the Trust’s commitment to deliver the very best and consistent patient experience.”

Dr Sally Irvine, Chair of the Trust, passed on her thanks to Dr Coutts on behalf of the Trust and its staff for his work and commitment during his time in the post.

Deputy chief executive officer Sue Barnett will take charge until an interim officer is identified.

The trust confirmed Dr Coutts will be available to provide evidence to an independent internal investigation into the cancer scandal.

I don't see how corporate man slaughter charges should be suggested. Waiting times cannot be cut without the funding and delays lead to funding cuts. I'm not sure you'll find that services were deliberately delayed, just covered to try and save staff. I feel for the front line staff who are fantastic and yet are the ones who will suffer the backlash from the general public, due to no fault of their own.

You quoted that Doctors and Nurses should be held responsible for neglect, the systems a little more advanced than just Dr's and Nurses and it IS not neglect on their part. The front line staff do a fantastic job at treating and caring for cancer patients, the front line staff themselves are the ones being neglected, neglect of care from hyped up local rag stories and neglect from the commenting majority who know not what they are actually saying. Keep up the fantastic work you all do at Colchester General and ECH.

WHAT HAPPENED WITH A LOT OF PEOPLE ESPECIALLY IN UROLOGY WAS THAT THE BREACHES OCCURRED DUE TO LACK OF STAFF, AFTER THE 18 WEEKS WENT BY SOME WHERE LEFT I KNOW ONE CASE WHERE THE POOR CHAP 60 YEARS OLD WAS LEFT OVER 7 MONTHS 30 WEEKS AND HE HAD TO GO TO WORK WITH 5 INFECTIONS AND DRIPPING URINE ALL OVER THE PLACE... PLUS HE HAD ONLY JUST RECOVERED FROM HEART PROBLEMS AND HAD A STENT INSERTION....

THEY PANICKED TO GET THE BODS DONE IN THE 18 WEEKS AND LEFT THE BREACHES TO GO SHY...

AS SOON AS ANY PATIENT MOUNTED A CHALLENGE TO THEM UNDER THE 18 WEEK RULE... SOME MANAGEMENT WERE TAKING THEM ASIDE AND FORCING THEM TO WAIT LONGER TO WHEN THEY CAN FIT THE PROCEDURES IN...THE THREAT TO SOME PATIENTS WAS TO PUT THEM BACK AT THE BEGINING OF THE QUEUE BY SENDING THEM BACK TO THE REFERRAL TRUST AT THE LOCAL PCT.

Bell boy.... I think your generic rule of nurses marry "cops" (commonly referred to as police in the UK) is as out dated as saying nurses are women and Dr's are men. Also if you believe a police constable married to a nurse can decide whether or not to investigate this then you are sadly mistaken. It'd be like a news reader from BBC and a news reader from ITV deciding on whether only not Christmas should be cancelled! Both parties - the nursing staff and police are front line, it's more than just Dr's and nurses which make up cancer services front line of which I'm sure you probably know. - these folk are not to blame.

Whilst I agree the waiting times adjustment is probably not restricted to one department I would like to add that I can say from first hand experience that this practice is not restricted to Colchester. It's happening all over the country and is the result of fining structures imposed by those in Westminster who have little knowledge of the workings of an NHS trust at the front line level.
